What can we do to solve the world's most persistent social problems? The author provides that all nations should help support the development of a global university to solve such problems. As for me, I agreed with the author's idea to set up a global university to engage students in the process of solving these problems.

As is known to all, the world is disturbed with all kinds of social problems from wars to pollution, from nuclear arms to diseases, some of which are so international that it is impossible for a sole country or an organization to solve them. For example, more and more Africans suffer from skin cancer in the past ten years and the cause of it is the over exposure to the ultraviolet radiation. A close scrutiny of the problem reveals that it is the ejection of chlorofluorocarbon towards air that causes ozone depletion above the Africa, which may otherwise hinder ultraviolet radiation toward people. To prevent the danger of the expansion of the ozone depletion, all nations are obliged to sit around the table to handle this problem. There appears the new rule controlling the ejection of chlorofluorocarbon and in recent years, the rate of skin cancer drop steadily in Africa. It is lucky the all nations recognize the terrible result of the problem and solve it promptly, however, many more problems remain to be unsolved.

As the author points out, the solution to these social problems requires the worldwide cooperation. It is impossible to diminish wars on the effort of one country, as can be seen in nuclear arms. Even if a country claims to destroy all nuclear arms and discontinue current tests, there is no guarantee that other countries that own nuclear arms will also imitate doing so. If so, then the claim may just change the military strength in the world, leaving the country uncompetitive in the arms race, while it contributes none to the elimination of nuclear arms. The difficulty in working out these persistent social problems probably lies in that no country is willing to be the precursor of the trial. The only possible means to attain the goal is through cooperation. With all nations’ guarantee on the issue, more countries are likely to diminish nuclear arms positively, and countries against the rules will be punished by all other nations, for example, on economy or on international trades. In short, only by world wide cooperation, can social problem that involves all nations be solved.

Although corporation appears to be the best solution to the problems, it is difficult to take into action because some nations do not intend to cooperate with others when they have contradiction in benefits or when they have undesirable history in the past. In such situations global university shows its necessity to exist. Students graduated from it are designed to engage in the process of solving these problems. They should canvass their government to recognize the danger of the problems and the irreversible trend of cooperation on the issues. They should also persuade their people that cooperation does not mean the oblivion of the history and the forgiveness of the enemies. On the contrary, the nation does all this to protect itself so that it can better remember its history and struggle with their enemies. If these graduates succeed, it will not be long before the persistent social problems are solved.

Admittedly, it is not easy for these graduates to achieve the success. Each nation has its own peculiar history and national spirit, which makes it insurmountable to persuade all nations to join in the cooperation, and sometimes, only when every nation takes part in the program, can we find the right solution to certain problems such as wars and AIDS. Moreover, the suasion with the government and its people depends largely on luck, which increases its difficulty.

Above all, it is clear that only through cooperation that world's persistent social problems can be solved and the development of a global university intended to engage students in the process will greatly help to promote the cooperation. Although other factors may also deter the settlement of the problems, the development of the global university will pr
ove to be useful as it stands.

As far as I am concerned, it is necessary to set up a global university to engage students in the process of solving these problems.

As is known to all, the world is disturbed with all kinds of social problems from wars to pollution, from nuclear arms to diseases, some of which are so international that it is impossible for a sole country or an organization to solve them. For example,  it is impossible to diminish wars on the effort of one country, as can be seen in nuclear arms. Even if a country claims to destroy all nuclear arms and discontinue current tests, there is no guarantee that other countries that own nuclear arms will also imitate doing so. If so, then the claim may just change the military strength in the world, leaving the country uncompetitive in the arms race, while it contributes none to the elimination of nuclear arms. Upset by such problems, the development of the global economy is lagged, which induces other social problems and the vicious circle goes on and on.

The solution to these pesistent social problems requires the worldwide cooperation. A case in point, more and more Africans suffer from skin cancer in the past ten years and the cause of it is the over exposure to the ultraviolet radiation. A close scrutiny of the problem reveals that it is the ejection of chlorofluorocarbon towards air that causes ozone depletion above the Africa, which may otherwise hinder ultraviolet radiation toward people. To prevent the danger of the expansion of the ozone depletion, all nations are obliged to sit around the table to handle this problem. As can be seen from the example, cooperation and contract on these problems force its members to obey the rule by punishing the transgressors, economically or culturally, thereby solving these pesistent social problems.

Graduate students from global university are intended to promote cooperation among nations.   As there lies the difficulty that  some nations are unwilling to cooperate because they have contradiction in benefits or  undesirable history with other nations, global university graduates  are designed to engage in the process of solving these problems. On one hand,  they should canvass their government to recognize the danger of the problems and the irreversible trend of cooperation on the issues. On the other hand, they should also persuade their people that cooperation does not mean the oblivion of the history and the forgiveness of the enemies. while, on the contrary, the nation does all this to protect itself so that it can better remember its history and struggle with their enemies. If these graduates succeed, it will not be long before the persistent social problems are solved.

There are still several other aspects relevant to the issue under discussion, which unfortunately, I have no time to explore in detail.  But the above discussed reasons justify the claim that  only through cooperation the world's persistent social problems can be solved and the development of a global university intended to engage students in the process will greatly help to promote the cooperation.
