The following appeared as part of an article in a local Beauville newspaper.
"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it beganoffering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

Before applying Dillton's economic policies in Beauille, we should look into these activities from many angles. The argument asserts that because of these economic policies, Dillton's economic develpment is stimulated and the unemployment is reduced, but there are several reasond to prove that it is unacceptable.

  First, the argument has not provided sufficient evidence to prove that these economic policies really can attract companies. The two manufacturing companies cited in the argument moving to Dillton may because other reason. For example, Dillton may be a big city with more commercial oppotunities or Dillton is a city with a famous port from which product can be transported easily.

  Second, even if these economic policies really can attract companies, the argument still can not persuade me that these activities can stimulate economic development and reduce unemployment. Common sense tells me that if the policies are really attractive and lots of companies move to Dillton. The commercial competition between these companies will become severer. Some companies will fail in commercial battles and their employee will lose their jobs. On the other hand, because that tax incentives are given, it is hard to judge whether tax revenue will increase or not. So if the author can not give more concrete data to prove the Dillton's economy is improved. I will not be convinced.

  What's more, even if we accept that these policies can really better Dillton's economic condition, the mere fact is insufficient evidence to conclude that these activities will have the same results in Beauille. There are a myriad of variables that can contribute to the success of this type of these economic policies. Many specific conditions will affect the result of these economic activities. For instance, if Beauille is a old industrial city. Too many new companies with new technologies moving to Beauille will lead to a sharp rise in unemployment. Because new techonolgies will enable fewer workers to do more work.

  Finally, the argument asserts that these economic policies is the fastest way for Beauill to improve its economic condition. But the assertion does not base any acceptable factor. There are some orther ways to stimulate Beauill's economy such as upgrading its transportation and better its educational circumference. Without taking these methods in to account, the assertion is untenable.

  In sum, the author's advice is ill conceived and poorly supported. To lend credibility to this advice the author should provide evidence that these economic policies can improve Dillitor's economy. Additionally, the author would have to show that the Beauille would also benefit from these policies.
