Many people assert that college and university education should be free for all students who are financed fully by government. I agree with them on some aspects, because there are a great deal of benefits as the government to pay the tuition fee for all students. But many kinds of negtive effections also exist when the burden all falls on the shoulder of government.
For one thing, students, most of whom come from poor families regard tuition fee as a unavailable pay, attain the benefits and their financial stress will be greatly alleviated. Take China for example, the average tuition fee of the college and university one year, which is as much as the pay for a common worker working the whole year, is far more than a farmer's average level income in a year. As we all kown, more than 70 percent of persons are farmers in China,so it is the most difficult things for their children to read in colleges. For instance, one of my college students, Miao Yong, who is from a poor mountainous district lived a hard life in school, for most of his spear time had been occupied by various part-time jobs. Once I asked why. He told me that the income of his family a year is less than 1,000 RMB which is less than a quarter of one year's tuition. Then another astonishing thing he told me was that most of his tuition was borrowed from relatives as no money left every year because of his sick mother. Therefore, if the government pay for the tuition poor students will have much more time sitting in the classroom and libraries.
For another, it will incite students to go on their study when they have no pressure on tuition. We still take china for example, because many families can not afford the high tuition most of their children in whom conclude numerous outstanding ones have no opportunity to enter the ivory tower to go on striving for their goals. Xu Jianjun, one of my roommates, who is from a small poor countryside, had told me his story about his family. He has a brother graduated from high school in the same year with him, which means that they continue their study in the college in the same year and his family must provide the two brothers with four years' spending. But his family can just afford one of them. Now we know that Xu Jianjun requires the opportunity after which there is too sad an experience. This is a good example of refusal of students entering colleges for the tuition. Undoubtedly, tragedies like this will not happen too much when these students attain the assistance from our government.
However, leaving all the burden to government leads to a high financial payout which is a heavy task even sometimes impracticable. What our government should care of is from every aspect, such as industry, agriculture, education, national defence, welfare and so on, and each one should not be thrown away. So if our government is required too much, other more important things will be influnced, even severe result can be brought out. Therefore, these years many practical measures have been taken.For instance, it is allowed that banks provide a loan to college students for their tuition and they can pay it back when they are employed. There are also many part-time jobs offered to students for the spending in their daily lives.
In conclusion, it is clear that there are many benefits as the government to pay the tuition fee for all students in the college and university. However, all kinds of negtive effections caused by this payment should be well dealt with. |
