In this letter, the mayor of the Tudor City reaches the conclusion that they should build a new airport that is suitable for a regional flight hub, in order to secure efficient transportation for Tudor City and stimulate local economy. The basis for this recommendation is that the Yorkville City has improved its economy after is chosen as a regional flight hub. An additional reason given in support it is the statistics about increase of local tax revenue and number of business in the city. A careful examination would reveal how groundless the conclusion is.

To begin with, the assumption of the mayor of the Tudor City who simply equates the Yorkville City with the Tudor City is unwarranted, since it is not possible that tow cities are completely the same at all. Perhaps, unlike the Yorkville City, the Tudor City is not suitable for building a new airport in terms of the different attribute of cities, and attribute include uncontrolled environment condition and structure that is - at any rate for short period - hard to change. What is more, in order to double the number of business and increase local tax revenue, the mayor of the Tudor City should have focused on his own city and make full use of superiority of the city other than simply duplicate the action of Yorkville.

In addition, the mere fact that most respondents to a survey identified Yorkville as a desirable place to transact business provides little support to the author's recommendation. The mayor fails to provide assurances that these respondents are representative of the overall population of people who is in the country. In short, the mayor draws a conclusion that is broader in scope than is warranted by the evidence advanced.

Finally, the fallacy in the letter, after a careful scrutiny, can be found apparently of the mayor who established a solely casual relationship between regional flight hub and increase of tax revenue. The letter fails to take into account and rule out other factor, such as, the number of the people paying tax which seems to be more important, that might account for the increase of tax revenue.

Thus, the letter is not well reasoned. To better evaluate this argument, we need more information concerning comparability between Yorkville and Tudor and reliability of the survey mentioned in the letter.
