The following appeared in a recommendation from the president of Amburg's Chamber of Commerce.
'Last October the city of Belleville installed high intensity lighting in its central business district, and vandalism there declined almost immediately. The city of Amburg has recently begun police patrols on bicycles in its business district but the rate of vandalism there remains constant. Since high intensity lighting is apparently the most effective way to combat crime, we should install such lighting throughout Amburg. By reducing crime in this way, we can revitalize the declining neighborhoods in our city.'

Before accepting the suggestion that Amburg should install lighting throughout the city to reduce crime, which would revitalize the declining neighorhoods, we should carefully examine the evidence and reasonings. At first glance, the argument seems attractive, but upon reflection, the argument is not very convincing for several reasons.

In the first place, the arguer provide no evidence that high intensity lighting will reduce the crime, which is the precondition of the conclusion. First, the arguer provides nothing about the condition of both Amburg and Belleville, perhaps there are many kinds of important differences between them, such as the social stability and public security. It is also possible that vandalism occurs in Belleville, but it does not happen in Amburg, so even though the high intensity lighting causes the decline of vandalism in Belleville, it may not reduce vandalism in Amburg. Second, the arguer arbitrarily equates vandalism to crime. We know, there is not only vandalism in crime, others like robbery, stealing also belongs to crime, so perhaps the vandalism decreases, but the whole crime remains stable or even increases.

In the second place, in the argument there is no evidence to conclude that the high intensity lighting is the main cause to the decline of vandalism in Belleville. There may be several factors which lead to the decline of vandalism, for example, the city makes a new law to punish vandalism, or the number of police patroling in these areas increases, etc.Unless ruling out all other factors which may influence the result, we cannot assess the reliability of the conclusion.

Finally, the arguer assumes too hastily that if they reduce the crime in Amburg, they can revitalize the declining neighborhoods in their city. Commen sense informs us that there are many factors which can contribute to the delining neighorhoods, such as culture, beliefs and sometims even an economical depression. So even though they reduce the crime in Amburg, the neighorhoods may also keep low.

In conclusion, the persuasiveness of the argument is undermined by the lack of comprehensive anlysis for the problem. To strenghten the arguement, the arguer would have to provide evidence that the high intensity lighting can significantly reduce the crime in Amburg. To better evaluate the argument, we would need more information about the relationship between reduce of crime and the declining neighborhoods.
