The following appeared in a memo from the president of a chain of cheese stores located throughout the United States.
'For many years all the stores in our chain have stocked a wide variety of both domestic and imported cheeses. Last year, however, the five best-selling cheeses at our newest store were all domestic cheddar cheeses from Wisconsin. Furthermore, a recent survey by Cheeses of the World magazine indicates an increasing preference for domestic cheeses among its subscribers. Since our company can reduce expenses by limiting inventory, the best way to improve profits in all of our stores is to discontinue stocking many of our varieties of imported cheese and concentrate primarily on domestic cheeses.'

In this memo, the president of a chain cheese stores suggested that in order to improve profits the company should mainly stock domestic cheeses. To support this recommendation, the president cited a fact that the five best-selling cheeses at the newest store were all domestic cheddar cheeses from Wisconsin and a survey, conducted by Cheeses of the World magazine(COTWM) among its subscribers, which found that the preference for domestic cheeses is increasing. However, these materials supplied by the president are not enough to make his recommendation accepted.

First, the five best-selling cheeses in his newest store in Wisconsin is not just that in the whole United States, perhaps the five best-selling cheeses of this company in the whole United States are imported cheeses,  and the mount of profit of company is determined by the United States market not just Wisconsin market.   

secondly, even the five best-selling cheeses of this company in the whole United States are imported cheeses, perhaps the domestic cheeses was not profitable, however the imported cheeses were the most profitable, since the profit is not only depended on the mount of selling but also the price and the cost. It is possible that the five best-selling cheeses were domestic just because of their lower price and then lower profit.

Thirdly, the sample of the survey is just chose among the subscribers of COTWM, then the conclusion of this investigation can not reveal the change of preference of people in the whole United States. The survey just revealed that more people who prefer domestic cheeses purchase COTWM not more people prefer domestic cheeses. Perhaps that the COTWM recently mainly focused on domestic cheeses caused more people who prefer domestic cheeses purchase COTWM, but the preferences of people in the United States had little changed as a whole.

in sum, the president cannot supply efficient reasons to support his recommendation. However if he can confirm that the more people prefer domestic cheeses than ever before in the United States as a whole and the selling of imported cheeses turn to profitless , then his recommendation is valuable.
