Wadding into the 21cn, as the standard of education is elevated to a higher level, colleges play a larger part in civil education. That is why the financial source of education came into the public discussion. Firstly let us take an introspection into the education's nature. As it is broadly considered, education is a special industry, consisted of cost and revenue, the system had invest education with great vigor in the past. When ever the merchandise in this realm turned free, the discipline of market economy will be broke, and thus cause new problems both on campus and in society.
On the one hand, charge urges benign competition. Students feel some pressure under the system of fee-required education, and appropriate pressure always lead to perspiration. From that way, students will consider their learning behavior an investigation, which deserves their hard work and a good result. Take the former Germany for counterexample, the government freed college education in order to encourage citizens to take higher education wholeheartedly, which means, with undivided attention. In consequence, the graduate rate had felt at that time, most students spent at least one year or two more on campus. At the beginning, achievements were thought to be made, for it was generally considered that the college students paid more enthusiasm into their study. But right after some educational researchers took an insightful look into these students’ life, the truth was discovered: college students there linger around on campus only to slow down their rate of study, and enjoyed recreational life with free cost.

On the other hand, who pays the bill is the boss. Along with the obligation of offering campus needs, the government also got the excuse to intervene college affairs, especially in the developing countries where institutional democracy hasn’t been established yet. The old China just after the \culture Revolution was the very instance we can use for instance. At that time, higher educational institutions were supported and by the Mao government, thus, also controlled by the government. All students must follow the country’s needs to “choose” their majors, leading to a great depression in students’ enthusiasm for study. After that, graduates haven’t got the chance to choose a favorite job, the only thing they could do was to follow the government’s indication, to accept any work assigned to them, which finally resulted in a lower working efficiency in their work place. The pitiful example was somewhat extreme, but in general, it revealed the truth that government will take more or less authority to take part in the determination of colleges if there higher educational institutions were totally supported by them. To avoid the retrogression of society, we should not let it happen again, at least in a few years at the cirrent stage of society.
After all, according to the general idea of psychology, students will pay more appreciation to their opportunity of studying with dollars paid. There came an explanatory story in ancient China: 有个人拜师学艺,老师每天收他很多钱,他巨刻苦因为知道valuable,后来学成老师把多钱如数退还,学生感激涕零。。gira忘了具体典故,有知道的拜托提示!+_+

Admittedly, we know there are always students who reluctantly choose major confined to the area which they can afford, and what they really like is the one they unable to pay. The restriction of their choice limited their imagination and creativity, if they were paid by government, they will feel freer to have their own choice. However, the situation was improved by the scholarship and fellowship system in college, even loan would help when these possibilities happen. Education now is a mature project in society, tuition-required rather than totally free system fit the very point, we don’t need the Utopian college currently, things may require change but that would be discussed on the table of the far future generation.
