To allocate money for immediate, existing social problem or to spend it on long-term research that might help future generation is a dilemma every decision-maker may confront. In my opinion, although existing problems should pay special attention to, long-term research is more important.

There is a old Chinese saying," It is wiser to prevent a problem than solve it afterwards". It would ay much less to solve a problem in its early form. If the problem was not solved in its beginning, it may grow to a severe one. At that time, not only would it pay much more to solve the problem, but could not make a satisfying result. Just like a disease can be easily cured if we find it early, but if we do not find it in time, it will cost more but less useful to treat the disease. One of the most important purposes of long-term research is to find ways to solve the anticipated problems of the future. If such research is made, we can find future problems in its start. Otherwise, the problems would grow big, and make great loss to the society.

In addition, the immediate, existing problems are not all important, therefore the government do not have to spend money on these problems right away. Instead, allocate money for long-term research can make more profits. Nowadays, science and technology play more and more important role in the development of the society. The result of research may make great benefit to the society. For example, the invention of computer deeply changed our society in nearly all aspects. Computers are used to solve mathematical problems in scientific research, make products more automated and sophisticated in industry, make people's work more effectively dealt, and even can entertain people by running games or playing videos on it. If the money is spent on some trivial problem rather than long-term research that may result in great achievement like computer, the progress of society would be greatly slowed down.

However, some serious problems should be solved immediately, especially when the problems are related to the fundamental need of the people-unemployment, resource shortage, etc. If these problems were not solved timely, it would develop to crisis, even to chaos. Research can be put off, but the basic requirement of people cannot. In this case, money should be allocated for these social problems first.

In sum, except for some extreme condition, the decision-maker should put long-term research in a higher position. Long-term research not only a more effective way of solving problems, but can make great progress to the society
