The speaker believed that people' behavior is largely determined by forces not of their own making. I agree to some extent that people depend on some culture or ethic to behave and think form a large scope and do not easily change it. At the same time, however, we should realize that a person's action mainly follow their mind and subjective consciousness in a small scope.
     To begin with, the culture of nation limits a person 's thought and action. Any country and group has its own special culture tradition, which has some standard to restrict people’ demeanor, and everyone speaks or acts according to the criterion. There are many examples that can support this opinion. A case is the culture of Islam, which shows some norm of tradition: people in the groups are only allowed to eat appointed food such as vegetable and some animal’s meat; women are only permitted to wear regulated style of clothing, headgear and even to mask face their face with muffle at any time. If a person wears clothing or eats food against their tradition, then they are usually intensely blamed by other people in this group. No doubt, it illustrates that culture decide people’s action and from this viewpoint people have no more freedom to determine their behavior.
    In addition, the law of country, ethic and experience of precursors are also responsible for the restriction. On the one hand, every country legislated law to control people's behavior for safely of people and stability of society, if people overly free action without any restriction then it will result in unimaginable result such as murder, robbery and other extreme action that demolish other people’s interest. On the other hand, ethic of society limits moral action of people, some of which are not revolved by law such some action as deception, libel and rumor.  Meanwhile, the experience of older can instruct young people which action may more efficient and what should not to do. From these aspects, we can know that people's behavior is largely determined by these forces not their own making.
However, although there are so many limitations on our action but we still have sufficient space to decide our behavior to some extent. No pure freedom in the world, only to conform some regulation can we attain more freedom. If every one acts according to his or her own method and does not consider other individual ‘s feeling and interest, it will not have truly freedom to live and work. From this angle, we can freely to choose and be responsible for our behavior.  For example, we can select to learn for advance our mind, to struggle for individual development, to decide to become a person who contributes more power for society or our country. That is to say, the individual responsibility to our behavior is factually existent from this viewpoint. On the contrary, these limitations are the premise that guarantees people to better live, a nation to better develop and a society to maintain successively stability.
    In conclusion, the pure freedom does not exist in the world, the behavior of people firstly depends on the norm of culture or tradition, meanwhile, we should realize that people can responsible for their action to some extent.  The conception of freedom and individual responsibility completely depends on our comprehension.
