The following memo appeared in the newsletter of the West Meria Public Health Council.
'An innovative treatment has come to our attention that promises to significantly reduce absenteeism in our schools and workplaces. A study reports that in nearby East Meria, where fish consumption is very high, people visit the doctor only once or twice per year for the treatment of colds. Clearly, eating a substantial amount of fish can prevent colds. Since colds are the reason most frequently given for absences from school and work, we recommend the daily use of Ichthaid, a nutritional supplement derived from fish oil, as a good way to prevent colds and lower absenteeism.'

First of all, the author states that eating a substantial amount of fish can prevent colds, an unstated by apparent assumption being that the people in nearby East Meria are less likely to catch a cold. The argument proceeds as if this assumption, which by itself is enough to guarantee the result that people of these areas visit the doctor only once or twice year for the treatment of colds, is the only condition under which that the result would occur. Simply put, it is likely that the people in nearby East are so poor that they cannot afford to see a doctor whenever they catch a cold. Or maybe the number of doctors there is too small that only a few people can obtain the treatment. Without ruling out these and other possibilities, the author has presented an unconvincing argument.

Another flaw in logic lies in analogical deduction based on the assumption that the people in East Meria are less likely to catch a cold. For the sake of the argument, let us first assume this assumption is true, given that, it still does not automatically mean that the people in West Meria will get the same or even the similar result by doing so. West Meria may have some similar situation to East Meria, but it is most certainly not same as East Meria. There may be different causes for colds in West Meria as opposed of East Meria. Perhaps most people in West Meria catching a cold because of the severe weather whereas the cause of people in East Meria who are sick in colds is that they lead unhealthy lives, for example. The effect of eating fish thus may also be very different from the effect on people of East Meria. The author offers no basis on which to compare the effect of eating fish between East Meria and West Meria, leaving it open as to whether the study in West Meria is applicable in the local place.

Furthermore, the author reaches the conclusion that we should use Ichthaid daily to prevent colds. However, there is presented that Ichthaid is responsible for the effect of eating fish. It is entirely possible that there are some elements in fish which is still unknown to human that make the difference while Ichthaid in the fish is in a status that can not be absorbed by the human body. Without direct casual evidence, the author fails to convince us that using Ichthaid will be effective in preventing colds.

In the memo the president of Viva-Tech the writer recommend to build a large central plant in Grandview.To support this recommendation the writer cited a serie of evidences.However those seemly reasonable facts  are actually unperuasive as discussed below.

To begin with is that it seems as to close some of their existing small assembly plants and build a large central plant is the only way to reduce costs.Yet the arguer failed to provide any reason for this solution.Actually it is just the building of the large central plant will cost a lot for the company no mention to reduce costs.So lacking the reason of the central plant will definitely be benifitial the recommandation is unperuasive.

Secondly,the fact that Grandview has the largest adult population can not directly lead to the result of staff their plant quickly and easily.Perhaps among the population a large percent are illiterate without the skill to be eligible.Or maybe the largest adult population are all engaged in job already and do not want to change.Or perhaps most of the  adult population are actually retired.Each of those senories once the fact can oppose the arguer's contention.

Thirdly,although the average wage earned by workers in Grandview is less than in other locations we can not conclude that the production cost will keep low.Real-world experiences inform us that the production  cost is not just affeted by the workers'wage it also influenced by other factors such as the cost of resourses and the transportation cost.Without considering other factors consisted the costs of the producte the arguer can not persavasive me as that the production cost wil keep low.

Finally,the seemly inducement for the factory as that Grandview's town council permit them to operate for the first three years without paying city taxes.However by contrast the arguer failed to provide the policy of other location.Perhaps the policy of other loction are actually much more alluring.Futher the recommended town maybe increase the tax for the factory to the point that it become higher than any other town.Yet the arguer failed to provide relavent information.

In sum because of the reasons listed as above the recommendation of the  arguer is unpervasive.
