------题目------
The following appeared in an editorial in a Prunty County newspaper.
'In an attempt to improve highway safety, Prunty County recently lowered its speed limit from 55 miles per hour to 45 on all major county roads. But the 55 mph limit should be restored, because this safety effort has failed. Most drivers are exceeding the new speed limit and the accident rate throughout Prunty County has decreased only slightly. If we want to improve the safety of our roads, we should instead undertake the same kind of road improvement project that Butler County completed five years ago: increasing lane widths and resurfacing rough roads. Today, major Butler County roads still have a 55 mph speed limit, yet there were 25 percent fewer reported accidents in Butler County this past year than there were five years ago.'

In this argument, the author concludes that Prunty County will increase the safety of roads through conducting the road improvement project to increase lane widths and resurface rough roads. To support the conclusion, the author cites that Butler Country succeed in decreasing accident rate due to the road program. The arguer also claims that speed limit is restored in that it only reduced accident slightly. However, the argument depends on a series of groundless assumption.

First, the author assumes that the high accident rate is due to poor road conditions. But no evidence is provided to substantiate the assumption. The author fails to consider other reasons for accidents. It is entirely possible that not rough and narrow roads but driving at exceeding the speed limit cause them. In this case, improving lane width and resurfacing the road will not effectively contribute to improve the safety of roads and the government should take effective measures to train drivers for reduce the accident rate. In a word, before the author draws the conclusion to carry out the road improvement project, he or she should investigate main reasons causing accidents.   

Secondly, the argument relies on the assumption that Prunty County is in the similar road condition with Butler Country. The author fails to consider the difference between Prunty County and Butler Country. It is possible that Butler Country’s accident rate was very high as a result of rough road surface and crowed streets five yeas ago and the road improvement program reduces the accident rate dramatically. On the contrary, Perhaps Prunty County has smooth and broad roads and possibly has lower accident rate than Butler County that had conducted the road improvement project. In addition, that reported accident decrease 25 percent does not represent the overall reduction of accident rate. Perhaps more accidents are overlooked by the poll, which leads to the data is not useful to prove the success of the program. Therefore, the author draw a hasty conclusion that the road program will work to increase road safety in Prunty County as it does in Butler Country.
  
Finally, the arguer also assumes that the 45 mph limit is not effective to ensure the road safety. No evidence is offered to substantiate the assumption. The author rejected the 45 mph limit just because some drivers still exceed the limit and accident rate fall down slightly. If Prunty County had low accident rate, it is difficult to decrease it, which shows that the 45 mph speed limit is an effective way to reduce the accidents. The author does not compare the accident rate when 55 mph limit is conducted with the rate while 45 mph limit is carried out. Therefore, the author cannot assure that 45 mph limit is not useful to protect the safety of roads.

To sum up, the argument is unconvincing to substantiate that undertaking the road improvement project brings about the safety of roads. To convince us it is necessary to conduct the program, the author should offer the reasons for accidents and Butler County's current road conditions. To restore the 45 mph limit, the author should show whether accident rate is still as high as the case when 55 mph limit was conducted.

没有必要写这么多字吧. 660字, 太多了, 到时来不及的,除非楼主的手很牛.
