------题目------
In the Bayhead Public Library, books that are rarely borrowed continue to take up shelf space year after year, while people who want to read a recent novel frequently find that the library's only copy is checked out. Clearly, the library's plan to replace books that are borrowed no more than once a year with sufficient copies of more recent books will solve this problem. The protest we have heard since this plan was made public has come from a small, and thus unrepresentative, group of some thirty people and so should therefore be ignored.
------正文------
In this argument, the author cliams that the library's plan that  replace books that are borrowed no more than once a year would  solve the problem that the readers cannot read recently books. To justify the claim the authour cites the result of the survey that only little public show the protestation to the plan. The argument is unconvincing for several critical flaws.

Firstly, the author commits a fallacy of appeal to ignorance in assumming that who do not give their protestations to the plan that replace books that are borrowed no more than once a year are happy with the plan. Yet no fact is offered to show the other public's attituedes on the library's plan. Those who do not show their protest to the plan arenot happy with the plan, but they are too busy to protest. Furthermore, those who responded usually use the library more frequently, and if the library ingore their protest would bring negetive effec to the library. Lacking concrete information about the public's suggestion, the author's claim is oversimplified analysis of the issue.

Secondly, the author fails to point out that the plan is effective for the problem. Even if the library have more space for the newly books, the readers cannot read the books they wanted if the library do not know well about rhe reader's needs. If so, the plan only bring the library more wastful investment on the those books that are out of the readers' needs.

Finally, no evidence is offered to support the assumption that there are no alternatives for the problem. The author falis to consider other way to solve the problem. For example, the library can build more shelf space for books. In fact, without considersing other methords for the problem, the author's claim is folly advice.

In short, the author fails to validate the claim that  library's plan that  replace books that are borrowed no more than once a year would  solve the problem that the readers cannot read recently books. To solidify the claim the author should provide more concrete information about the public's attitude to the plan. In addition, the author rules out abovementioned possibilities that would undermined the author's claim.
