有一个棘手的问题 zhizhi和龙非 大家对题目的理解是：谈图书馆人数下降的目的是为了说服务不好，“Although it is reported users of library in Polluxton reduced by 20 percent, this phenomenon does not necessarily means that the service of library in Polluxton is bad. ”但是我的理解吧！！ 是说人数下降是指没有必要要两个图书馆。毕竟图书馆和垃圾站是政府负责的公益事业，不存在盈利的问题。政府是想降低税收的开销。大家觉得呢？？？所反驳的时候要是说人数减少是因为大家有其他的获取信息的途径，那就正好说明不需要保留两个图书馆了，因为是一种资源闲置。嗯～～～讨论一下！！毕竟是高频！！

嗯，天晴了说得对，题目并没有明说人数下降是服务差，硬是这样驳有点牵强。B2改为不一定关闭就可以省钱和提高服务，避开这个问题应该更好一点
