To be an effective leader, a public official must maintain the highest ethical and moral standards.

In such a society with highest developed communications and medias, the public official has received much more concerns than anytime in the history, not only on their abilities, but also their ethics and moralities.  Some may expect that a effective leader should maintain the highest ethical and moral standards. I fundamentally agree with that a public official should have good morality and leaders with good morality has very positive effects on their advocators , however, the highest ethical and moral standard are not the necessary conditions for an effective leader.

First of all, a corrupted person or a person with bad wills can never be a qualified public official. A public official should work for the society and must consider the interest of majority. Common sense tells us that one caring only his own gain or lost but nothing else will have no concerns on his duties and is more likely to cheat for the goodness of himself. Such a person should not be selected as a qualified public official not saying as an effective leader. Take the case of every election of president of U.S.A, the morality of every candidate receives many concerns and the people will not select the candidate with the low ethical and moral standards. Looking no further than this phenomenon, we can draw the conclusion that the public official should not be with low moral standards.

Moreover, high ethical and moral standards are helpful for a person to lead his fellows and inspiring his advocators. In the field of public affairs, people trust those with high moral standard and tend to advocate the claims and ideas of those they trust more than of those they don't trust. Take the example of great Indian politics Gandhi, who is the advocator of "non-violent resisting". Because Gandhi's idea is not in consistent with the fashioned thought in that era, he didn't receive much support at the beginning. However, since Gandhi had great personality and was admired broadly throughout the world, more and more people begun to be persuaded by him. With the increasing support, Gandhi succeeded in insisting his political idea and became the most famous political leader in the history of Indian.

However, does the analysis above guarantee that an effective leader must have the highest ethical and moral standards? I am afraid not. On the one hand, the highest ethical and moral standards are too strict conditions which exclude most people to be an effective leader. As Plato said, to err is human. There are few people qualified to this requirement so that it might be impossible to expect them with other important properties such as good aspects, ability to communication, and enthusiasm to inspiring the companions etc. In this way, the one with highest ethical standards might not be a good choice to be the effective leader. On the other hand, under specific conditions, the highest ethical moral standards are not the necessary conditions to be a effective leader.  Many people have known the name of Franklin Roosevelt, who was the president of U.S.A during the Second World War. Rossevelt was not perfect in his personality, especially being not loyal to his wife. However, this flaw does not prevent him from leading the American through the hard days and becoming one of the most successfully president in the history of U.S.A.  These reasons from two aspects tell us that to select an effective leader, we should not emphasize the position of highest ethical moral standards over the importance that they actually have.

In summary, it is desirable for a public official to have good morality. However, the highest ethical and moral standards are not the necessary conditions for an effective leader although they has very positive effects on their enterprises.
