25题,说的是2000年hazard waste 是1985年hazard waste 的两倍,还是1985 total waste的2倍?

我算的是 2项－－2 million

             4项－－4＋6

刚好平均值是42 我感觉题意是说的是总共超过1million 而不是黑色区域超过1million的  貌似那个hazard waste 不包括在 total waste里 （个人理解）

25题 既然没有换主语 觉得应该是hazard waste的2倍
