108."In many countries it is now possible to turn on the television and view government at work. Watching these proceedings can help people understand the issues that affect their lives. The more kinds of government proceedings - trials, debates, meetings, etc. - that are televised, the more society will benefit."

In an era of high speed media transmission, television makes it possible for public to view government at work. I would agree that watching these proceedings can help people understand the issues that affect their lives. However, the significant government affairs cannot be exposed to the public.

The television provides ordinary people an unprecedented channel to acquire politics. In the old time, people seldom touch politics since absence of television. Being lack of politic information, the people even did not know the features of their leaders. Scarce information in the newspapers only told them parts of the government works and ultimately contributed to the unconcerned attitude of the public. Since the born of television, the cooperation of the mass media and the television launch an unprecedented televising of the government work. Through television, people can view the government work and understand the government issues regarding their lives. The government works such as investing the education, the managing of the environmental problem, the processing of the affairs between two nations, and the supervising of the tax incomes; all these are being viewed by the people. If they do not handle these affairs seriously the public will be unsatisfied, the government should be patient in their work for the sake of building a well rounded society and a harmonious life.

Additionally, access to government via television carries several other benefits. First, live televise of government proceedings forces the officials to fulfill their promises. Under the supervising of the public, the officials have to fulfill their responsibility for the society and their promises to the public. Second, with satellite television systems it is possible to witness the other governments’ actions and policies, which is helpful to our governments. By learning the other nations or other governments’ experiences, the native government’s experiences should be well enriched and will serve the public better and better. Thirdly, in high schools and universities, television proceeding can be useful curriculum supplements for students whose major are government, sociology, and even the law. The theories and perspectives of the students may be inspiring and edifying to the government.  

Nevertheless, the government should keep the momentous affairs and political secret from the public. If the governors disclose the government’s strategies for thwarting specific plans of an international terrorist or a drug trafficker, these would finally fail. Moreover, withholding information might also be necessary to avoid public panic. For instance, during the first several hours of the new millennium the U.S. missile defense system experienced a Y2K related malfunction; this fact was exposed to the public after the problem had been solved. Therefore, fully disclose to the public should have serious results and even result in mass hysteria.

In the final analysis, the government should disclose their affairs selectively, however, whatsoever their action should based on the aim of serving the public, propel the processing of the society, and maintaining the harmonious of the people’s lives.
An opportunity is never lost but missed,
an opportunity missed is never lost but found by others.
