167"It is impossible for an effective political leader to tell the truth all the time. Complete honesty is not a useful virtue for a politician."

2。国家的军机秘密，外交秘密等领导人不应该坦诚
3。人无完人，领导人的私生活不应该坦诚来满足那些窥私者。

As a political leader, whether he or she should be naked in front of the public? Or whether they can preserve their privacy that they want? Depending the current policy, citizens need to know more and more information, sometimes may overrun the basic line of leaders, but most are necessary. So we require politicians' honesty.

In a democratic society, most people are inclined to take part in the public activities, which make them to pursue increasing truth and statements of their circumstances, such as the international politics, and the data of national economical development. As the member of the society, taxpayers are asking for more 知情权怎么说? , since they care their money handed in(上交怎么说，书面的?) much more than before. Apart from those nationwide politics, they also pay a great deal on their welfares and especially, the public health. For example, in China, the percentage of citizens who emphasize the health increases 30 percent after the infective illness--SARS. From this disastrous political leader's disguise,  people begin to realize that the timely and exact information of public health forecast is necessary, so they place more stress on government than before which leads the political leaders reinforce the investment on public health intendance and management.  

Besides of the certain example in China, people are also compelling those leaders to face the blind plot in our society, where they did not inform us before. The leaders have to publicize the financial budget and payout report, they also need to exhibit the real statement of public welfare at the present. Since all the citizens are the examiners of their achievements, they should be more scrupulous. Therefore, to announce those public information can be an effective method to verify those government leaders' jobs.

But not every thing can be informed to public. It is possible that a large amount of military affairs are leaked out, or an unaccomplished diplomatic plan is interrupted, and even a large scale research project is baffled, such the national spaceflight program and the war game cooperated by two countries. Sometimes, it may induces the uncompensable(不可弥补的怎么说?) disaster for a country. Therefore, the political leaders have to find the balance of what information can be told but what can not. If it were not for the bound of leaders' honesty, the society may be bogged down into a big chaos; if it were not for the bound, the country is going to be a real unsafe one; if it were not for the bound, it is not the praise of the leader's honesty, but the disaster of the whole nation.

When we discard all the factors in politics, we have to face the fact that the leader is still a human being, being as same as those around us. Therefore, they also have the privacies inevitably, but how can we treat them is a really test for the public. Looking around the present society, people enjoy to inspect the leader's privacy more that pay attention to his political protest. So, it is not strange that Clinton and Lewinsky emerges in public, the lives of Bush's daughters fascinates our cares. All the public figures seem to be naked in front of us, without any privacy and secret. But whether they should promulgate this kind of information to us? The answer is absolutely not. There is no reason that they have to meet peepers, for even they have done something offend morality, that is only can be proved that they are not the consummate heroes of us.

Therefore, for political leaders, the problem cudgeling their brains is not whether to be honest, but how to choose the certain information to be honest, which is the most difficult consideration for all the leaders and managements.
