带回原文去看,只有很strong才可能有后面的a very long time啊，如果是flexilbe怎么解释?

不能啊，加上is后变为了
which total dialy circulation of is perhaps 100000.
首先of就不合适了，没法做成分，然后如果total daily circulation做主语, is做谓语，那麽10000就是宾语了，这样的话就是主谓宾都全的句子了，就不是which引导的定语从句了

这题我选是选出来了，可不知道该怎样改。改成while？可还是不对啊。

我觉得应该这样解释:total daily circulation of which is perhaps 100000 中文意思是这些报纸的总发行量可能是100000

文中是说用public expense,说明不用收费站了嘛
public expense =government money吗?公众集资的算不算government money呢

同意楼上的，39我也选得A, 公路有收费的turnpike和不收费的，而Virginia用的public expense而没有用private companies 的钱，所以Virginia肯定不是turnpike公路，而第一段最后也提到了turnpike公路有特权建tollgates（收费站），所以Virginia的公路就没有建收费站了
