The following appeared in a recommendation from the president of Amburg's Chamber of Commerce.
'Last October the city of Belleville installed high intensity lighting in its central business district, and vandalism there declined almost immediately. The city of Amburg has recently begun police patrols on bicycles in its business district but the rate of vandalism there remains constant. Since high intensity lighting is apparently the most effective way to combat crime, we should install such lighting throughout Amburg. By reducing crime in this way, we can revitalize the declining neighborhoods in our city.'

In this argument, through a comparison between the two cities, the arguer recommends that the city of Belleville should adopt the same measure of installing more lighting throughout the neighborhoods as the city of Amburg. The reasoning, however, suffers from several major critical flaws. A failure to work out the most efficient measures to be taken would seriously hinder the city from conquering the crime and further revitalizing the neighborhoods.
In the first place, the author fails to prove that there is a causal relationship between the installation of high intensity lighting in the central business district and the decline of vandalism. More lighting could help reduce vandalism,but this may not be the only measure taken. It is quite possible that besides adding more lights, Belleville has adopted a series of other measures to deal with various crimes, for instance, increasing police patrols on the roads, implementing the laws and regulations to give more severe punishments on vandalism and other forms of crimes, and offer more efficient education on the morality so that people could realize the immorality of vandalism etc.
In the second place, it is too hasty for the author to conclude that the police patrols on bicycles in the business districts of Amburg have not exerted any positive influence on lowering the vandalism rate and other types of crimes. No comparison concerning the crime rate before this measure and after the enforcement of it is offered to show there is no progress. Furthermore, even if this measure does contribute little to control vandalism, it doe not mean it could not help control other types of crimes because the general public more often do not consider vandalism as a type of crime rather a issue of morality. Thus the local government could begin to change the situation through more education on vandalism first.
Finally, the arguer fails to consider other measures against crimes and ways to revitalize the neighborhoods in the city. Lighting could be one efficient way to combat the vandalism and other forms of crime, however, to control the crime requires far more measures simply than this. The governmental implementation and strict enforcement of laws, more police and facilities guarding the public safety and the general public's awareness all help conquer the problem of crimes. Furthermore, even if the crime rate is lowered, this alone could not revitalize the declining neighborhoods. To deal with this problem, first it is necessary to find out the causes of the decline of this area. The factors of under-developed commerce, bad environment, lack of public facilities etc. could all lead to the decline. It would not help change the situation if attention is only paid on controlling the crimes.
In sum, the analysis in this argument is unconvincing due to its flawed reasoning. To better evaluate the argument, a logical comparison on the measures taken by the two should be made. In addition, a more complete research can be carried out to find out the efficient ways to deal with the crimes and to revitalize the city. |
