因为看到DEADLINE中有ASSISTANCE APPLICATION DEADLINE，一般都较早
所以想问一下

They will consider to provide financial aids for students earlier~~
So if you wanna apply for that, you should submit your application(mentioning that you need and want financial aids) as early as possible, better earlier than Dec. 15th.
They usually start to make decisions from Jan~

Usually, they will automatically consider financial aids for international students, however, you'd better mention this in your application.
