My advice will be quite limited becasue I have
no time and no interest in doing so.
The following is a reply email:

  

I am willing to offer some help, but it is will be limited. There is a
phenomenon in USA, most students are not willing to offer application info to
help others, no matter he knows you or not, the reasons are simple and
complicated. For the simple case,
most questions are too easy, so just use your mind you can get the
answer(this applys to all of your questions), for the complicatied case, it
is hard to explain but you should understand it.
  First I should say now the application for economics PhD become more and
more difficult, when I was an undergrad at Beida, it was very easy to be
admitted into top20, but know it is almost impossible for undergrad to get
offer from the top30, and I
should tell you that this year only one undergrad at Beida got visa, and that
is just because he was admitted by Stanford, all others are declined.
  And for grad, it is also very difficult if you are not in Beida or Wuda.
For My department, we only have student from Beida, Wuda, Renda and Fudan.
Some
of them were transfered from other USA univs. This situation applys to every
university.
  For your questions:
  1. You do not need to prepare other things, every application will be
reviewed quite soon, so the more you present, the more possible that the
profs will not read them.
  2. Every student is as busy as possible, so the profs are much busier, they
will answer some of your simple question(if the answer can be found in
the application booklet, you will get no reply), but they will not disucss
any detailed
problem with you. This situation is differnt from the Science or Technology
department, they need labors so your ability and skills are quite concerned,
but
for art department, all students will be reeducated.
  3. The regular mail is OK, not necessarily using the FedEX, UPS
  4. English is not so important in application, especially for the Spoken,
certainly TSE does matter, but it is not a negative if you have not. Normally
only score above 50 will work. The most important thing is Math preparation.
The more math,
physics, engineering courses you take, the more chance you will be admitted,
and the economics courses does not help much, even you have high GPA in
economics courses.
  5. For most Econ, the admission means money, but this does not apply to
some such as UCLA, Wisconsin, UCSD.

你的说法没有根据，你只知道一家两家情况，不能做为全美OVERALL ECONOMICS DEPART的代表，另外你的说法也太打击别人信心了吧！
