Princeton, N.J. (November 14, 2005) —ETS and China’s National Education Examinations Authority (NEEA) agreed today to work together to extend their collaboration and to deliver Internet-based educational assessments in China over the next seven years.
The extension of the ETS-NEEA relationship will mark an important step for ETS as it rolls out its new Internet-based TOEFL® test, or TOEFL® iBT, around the world over the next year. The NEEA, which has partnered with ETS since 1981, already helps ETS administer the company’s Test of English as a Foreign Language TM (TOEFL®), the Test of Spoken English TM (TSE®), and the Graduate Record Examinations® (GRE®) in China.
“ETS is delighted to strengthen its relationship with the NEEA through this exciting new endeavor,” says Paul A. Ramsey, Senior Vice President in charge of ETS’s global business. “The technology used in iBT permits test items to be delivered over the Internet simultaneously in multiple time zones, increasing our already high test security and helping to ensure the integrity of all test scores. It also ensures fair, unbiased testing by recording responses electronically and sending them to a network of human raters who objectively score the responses for maximum reliability.”
China is the only country to date that represents a local partner with fully shared administrative responsibilities for test delivery over the new Internet-based platform. The NEEA will administer the TOEFL® iBT test, providing customer support, collecting registration fees, reporting scores online, recruiting test centers, and training test center administrators in the People’s Republic of China. This agreement does not cover tests delivered in Taiwan, Hong Kong or Macau.
“ETS and the NEEA have enjoyed a mutually rewarding collaboration over the past 25 years,” says Liang Yumin, Vice President of the NEEA. “During this time, through the good offices of NEEA, Chinese students have had access to two world-renowned educational assessments, the TOEFL and GRE tests, through which Chinese students have had access to premier institutions of higher education and graduate studies in the U.S. and elsewhere around the world.”
“We believe that our extended partnership will offer exciting new opportunities for Chinese students, especially since the flexibility of iBT will enable us to significantly expand students’ access to test centers across the country,” Liang says.
