In this argument, through the comparison between Pine City and Chestnut City, the arguer comes to an conclusion that laws limiting new building construction have no effect on average housing prices, and this would also hold true? in Maple city. Careful scrutiny on the logic of the argument reveals that the arguer has totally confused the relationship between all the facts and ultimately brings in a suspicious notion.
To begin with, the arguer assumes that since both Pine City and Chestnut City have experienced an increasing of average housing prices, the price changing has nothing to do with the law established to limit the number of new builings in the former city. However, the effect of the law should not be decided in this way. Although the two cities have similar size and experience, it does not mean, as underlies the arguer's logic, that the causes for the increase in both cities are exactly the same. It is extremly possible that the law also contributes to the price increasing, though we have no way to measure the exact proportion of its effect. To state this issue more clearly, either of the answers to the following questions should be provided: If there has not been such a limiting law in Pine City, would the housing prices still increase or increase so considerably?If Chestnut City also implemented such a law, would the average prices of housing go even higher than now? Be the answer to the first question yes or the answer to the second no, we should not rule out the effect of the law established in Pine City.
Secondly, even if the arguer can prove that the law poses no effect on the average housing prices in Pine City, we still cannot be persuaded that it would be the same case in Maple City. As the arguer told us, the law was passed 20 years ago, it might have been designed particularly to deal with the conditions of that time. 20 years, however, can be a time long enough to allow a lot of changes and improvement. Then we should not expect the law maker of Maple City to be so unwise to design a law that is almost the same as the one passed 20 years ago in Pine City. 原题只是说So if Maple City were to establish strict laws that limit new building construction, these laws will have no effect on average housing prices而并没有说要设计和20年前一样的法律,而且我觉得这里应该是说就算法律以前的法律没用,不一定以后就不需要制定法律来限制新建房屋。On the other hand, these two cities might be totally different in geography, economic state, people's living level, and other factors that may be correspondent to the real estate market. Since both the laws and the conditions of the two cities are not clear, any analogy between the potential effect of laws in the two cities is at most a unwarrent guess.
To sum up, it would be advisable for the Maple City to introduce a more serious analysis of what possible effect such a limiting law would bring to the housing prices, based on the specific situation of its own, before the city decides whether or not to establish such a law.
