题目:ISSUE 56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

Which is more important, immediate problem of today or anticipated problem of the future? Facing such question, maybe different people have distinctive answer, while in my opinion, although contemporary problems seems urgent so should be done with immediately, we should not ignore the long-term problems.

To begin with, what we call immediate problems means such problems we encounter draw our exigent attention and need to be solved in comparatively short time, otherwise may generate serious public chaos or even social instability. Take the recently past contagion- SARS for instant. I think everybody would never forget it. Just this evil disease swept off the whole world in only three months, causing thousands of victims to death and millions of patients lying in hospital. If governments of those suffered countries did not pay more attention on it and executed immediate methods to stop it, it would pervade in higher speed, more and more people would continue to lose life due to the disease. Similarly some other catastrophes such as deluge, earthquake and tornado requires urgent focus and instant effort by government.

While we fix our eyes on the immediate problems, anticipated problems also need our attention. The ultimate goal of government is to improve the well-being of human beings now and in the future, to achieve it government should necessarily take the anticipated problems into consideration. On the one hand, so called anticipated problem means which may happen but has not yet happened. Government's responsibility is to analyse the recent situation in full-scale, make effort to discover some potent crisis and then devise certain ways to prevent it. On the other hand, without nowadays effort, some seemly sight problems may grow up to huge one which then cannot be easily solved and bring tremendous disaster to the society. Some reactionary can be group to this catalogue. At first some complainers who represent a certain interest group of people may get together to propagandize their heretical opinion. As time past, more and more citizens enthralled by their proclaimation may stand in the same line with those complainers, helping them fight against government. It reflects an old saying that a small worm may result in a huge ship sinking under the sea. All these above remind us, never neglect the would-be things in the moment.

What is more, when the government tries to deals with the immediate problems, it should take the long-term effect into account. Every policy may cure one illness but create one or more in the same time. Many examples illustrate this situation. Think that the atom engineer, which is firstly discovered for medical use and regarded as a substitutional energy, is applied to invite nuclear power in the military field, resulting in thousands of people dying; the process of industrialization, whose purpose is to improve the productivity and accumulate more fortune to attain the well-being of the society, wastes mountains of resources and severely pollute the environment and at last damage the social welfare. These policies reflect government's attention to solve the immediate problems, however, they forget the side effort of the policies or in other word, they do not pay enough attention to the long-term effect of the policies.
Therefore, the responsibility of government should not limit to the scale of immediate problems, it should make further consideration about the anticipated problems in the future and in addition, keep alert on the long-term effect of every policy.
