TOPIC: ARGUMENT237 - The following appeared as part of an article in a local Beauville newspaper.

"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

Merely based on dubious analogy of correlation between Dillton cities and Beauille, this author concludes that in order to encourage economic development and therefore decrease joblessness, Beauville should poses the same program as the city of Dillton did. However, a careful examination of this argument would reveal there contains several logically critical flaws.

Firstly, the author has provided no evidence to show why  Beauville should accept same program implemented by Dillton. There is no information about the resembling conditions between these two cities. It is possible that the economic level are very different from the two cities-Dillton is higher than Beauville in economic level. If this possibility contains, then the author cannot conclude that Beauville should adopt the program which has enhanced the development of Dillton. It is also likely that considering the fact that demographic condition or population level is different among two cities, the author also could not achieve this conclusion.

Even if the author has considered the relationship between Dillton and Beauville, the evidence that the report about the tax rate cannot offer any validity for the acceptation with this tax changing in Beauville. The author has provides no evidence about the tax infromation in Beauville and it might be that some program about the tax rate has been implemented before and the result may be not good. Or perhaps this program is not thoroughly appropriate in Beauville. Without ruling out these possibilities, the author cannot confidently assume that the changing of tax rate can enhance economic development in Beauville. Again, this report is also problematic, the situation of economy last year cannot indicate that this year is the same as that year. If this tax rate program have been finally failed this year, the assumption is also unreasonable.

Another problem in this argument is the assumption that offers relocation grants and favorable rates on utilities to companies in Beauville can stimulate the economy. This is also relied on the assumption about the Dillton. The same program cannot indicate that this success can be rightly fulfilled in Beauville. Even if Beauville's companies accepted this program, there is no evidence to prove they can obtain the same success, or maybe even get worse? In short, the author has not provided more information about the local companies and whether they are appropriate with this changing.

The assumption that the economic changing with two manufacturing companies moved to Dillton within 18 months is dubious. The evidence about the success with two manufacturing companies cannot present the economic situation of the whole companies in Dillton. It is entirely possible that other companies are all failed in spite of these two companies. Or perhaps only manufacturing rather than other style companies can achieve success by fulfilling this program. The assumption for reducing unemployment is also problematic. It is equally that these two companies are large and therefore requiring amounts of workers than 300. If this is true, the conclusion reducing unemployment cannot be supported.

To sum up, the argument lacks credibility for the conclusion. To better support the conclusion, the author should provide specific information about the situation between Dillton and Beauville. Moreover, we need more information about the success about the companies which adopted the program by Dillton. Otherwise, only basing on the evidence in this argument, Beauville cannot arbitrarily carry out the same programs as Dillton.
