Effectiveness has become the most discussed and researched issue of our time. However, the understanding of effectiveness for a businessman and a teacher would not be the same. If the commonly accepted concept of effectiveness rule, which holds cost reduction and outcome maximization as the ultimate goal, has to be used to judge the success of modern education, then a module of individually designed education is by no means effective.
The first and foremost concern for carrying out a personally taylored education is the cost. Specifically designed courses require a long term acquaintance with the target students, a profound understanding of their needs and difficulties. The popularity of English training courses in China can be a best illustration for this point. Among the great number of English language training programs on the market, most of them aim at ABC level with mass production of students. However, there are also some elite targeting English courses, with student services such as placement tests, counceling hours, teachers pool, plan for completion time, preference of text books, business English or telephone English...and so on and so forth. Those Students, most of whom are high income white collars working in foreign funded companies, have special needs and busy schedule, so they will find regular English courses unacceptable and therefore have to pay a much higher price for their special demands. So the high price of individually catered education reflects its nature-an elite education, similar to private noble education in previous times.
Another shortcoming for this module is that it causes high expense in performance evalution. It is easy to assess one student's work in one subject of course, but for a class of students studying hundreds of different courses, sometimes with any overlapped subjects, it is very complicated to evaluate and rank the students in the case of, say entering college or seeking a job. If education is specialized to individuals then there would not be any meaning for the existence of any standard test, GRE included.
Last but not least, if the principle of free-to-choose education is set up, then before long education will go to a dangerous direction. Students might not like the idea of honesty or uprightness, which is the purpose of what we call education, they may choose to be what they want to be. This is definitely not education meant to be.
