TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

The arguer suggests that a program of ecotourism will enhance the economic in Paraterra, because a same program successfully operating in near by Bellegea. However, both the describing about the success in Bellegea and the suggestion on how to start the program are unclearly.
First of all, from the data given by the arguer to depict the success of ecotourism, we find several evidences are not tightly relating to the success. The arguer says that the number of foreign visitors arriving at Bellegea's main airport doubled but dose not give direct statistics on the tourism visitors’ number in the last year. How can the arguer promise the foreign visitors going to Bellegea not to treat businesses or to visit friends? What is more, we do not know the total number changing of visitors in the last year. Maybe the more air plane visitors change from other traffic equipments such as train and car, but the total number of people visiting Bellegea dose not increase.
We also can not preclude the ten percent increasing on the per capita income in Bellegea coming from other constructions. This development may be caused by the developing of industry or business, or inflation.
Even if the program is successful in Bellegea, no one can promise that it must be successful in Paraterra. Although the two areas are near by each other, their nature environment and people's living conditions are probably not the same. If Paraterra is a place crowed with civilians and factories, tourisms will not go to such a place to spend their free time even if an ecotourism afforded by local government. Think about an area full of pollution and hurry workers, how could it give luxuries to the visitors?
What is more, after making sure Paraterra is proper to develop ecotourism, the government also need seriously consider the suggestion of using the current director of Bellegea's National Tourism Office as the a consultant for the campaign. A consultant from Paraterra may know more characters about local environment and nature condition than a director coming from another country. If Paraterra can use its own workers and training them by studying experiences from Bellegea, the efficiency may be much better than simply hire one person from Bellegea.
In a word, the program need carefully consider and how to operate the program also need to think about.
