A leader, considered as a representation of a country, has the job to build, maintain and expand the wealth, prosperity and political influence of the nation. For many years, the controversy whether an effective leader should maintain the highest ethical and moral standard has been discussed all over the world. In my view, I agree with the assertion that to be an effective leader, a public official must maintain the highest standard of ethic and moral.

First and foremost, the leader maintaining the highest standard of ethic and moral can be a paradigm to the population and thus is helpful to build an ethical and moral institution in the public. Political leader need to be inspiring role models of values-based leadership which is more likely to result in a much more loyal to the government and a higher enthusiasm in construction. As a professor in my university said ( and I paraphrase ), " A great leader, not the one who gains additional territory, who aims at a good reputation in the world, let alone the one only has a good-looking figure and is eloquent, is actually the person who brings his people cohesion and builds the fit moral and ethical standard in the society." And as an old saying goes " Do it yourself and then make it to else ", a good leader should maintain a high standard of ethic and moral.

Secondly, because a high ethical and moral standard includes the enthusiasm to serve for the public, the consciousness of doing according to the profit of the whole country, an effective leader should have this kind of standard. Some intelligent person who does not fit these criterions can not be considered as a great leader. Without a high moral and ethic, more intelligent a leader will bring more harm to the country and even the world. Take Hitler for example, no one can ignore his intelligence. As the premier of the Germany, he was eloquent and had a strong will. He did not use his talent in good ways but began a world war which results in a disaster to the earth. So an official who intends to be an effective leader should maintain a high moral and ethical standard.

However, it does not mean that a leader especially an effective leader should be a man flawless. Since nobody is utterly good and bad, committing no fallacious is impossible and unreasonable. We need to distinguish between their public selves and private selves and evaluate it independently. Among Clinton and his predecessors, many these presidents such as Dwight Eisenhower, John Kennedy and Clinton himself had extramarital affairs. Even the great Alexander who is thought to possess all the virtues of human is blamed to be a homosexuality among some people. So some personal flaws which are not relevant to the main beliefs of the values and world views does not hinder an official to be an effective leader.

In sum, I think that the highest standard of moral and ethic is necessary condition to be an effective leader. History tells us only the one who has great level of moral and ethic can be commemorate among the people. Nevertheless, some small flaws though can surely not be honored are not determinants of whether a leader is effective or not.
