题目:ARGUMENT 216 - The following appeared in a magazine article about planning for retirement.
"Because of its spectacular natural beauty and consistent climate, Clearview should be a top choice for anyone seeking a place to retire. As a bonus, housing costs in Clearview have fallen significantly during the past year, and real estate taxes remain lower than those in neighboring towns. Nevertheless, Clearview's mayor promises many new programs to improve schools, streets, and public services. Retirees in Clearview can also expect excellent health care as they grow older, since the number of physicians in the area is far greater than the national average."

The arguer claims that Clearview should be a top choice for any retirees. To support this claim, the arguer points out the beautiful natural sight views and consistent climate as well as the excellent health care because of the abundance of physicians. And the housing costs have fallen significantly last year while the estate taxes remain low. In addition, the arguer provides that the mayor promised to improve some of the public welfares. Careful examination of these evidences reveals little support to the claim.
To begin with, the fact that the housing costs have fallen down does not necessarily means that the costs is lower than other places. It is very likely that the price was very high before and even the price has fallen last year, it is still higher than other sites. Without any exact data about the housing price, or the compare to other similar areas, we cannot be convinced that the housing price is appealing. Moreover, only providing the housing price last year is inadequate to make any sensible conclusion about the trend of housing price.
Secondly, the lower estate taxes than the neighborhood are too vague to support the arguer's claim. The arguer fails to consider the estate taxes in those towns which are not neighbors of Clearview. It is possible that estate taxes in those towns are even lower than Clearview. Further more, even if the estate taxes in Clearview are lower than any other towns, probably other types of tax are higher than others which eliminate the attraction for retirees in the respect of taxes.
Thirdly, the mayor's promise of many new programs is weak evidence of the claim. Since there is no proof that whether the promise will come to practice, and when then promise will be realized, we can't just rely on the promise of politician. In the contrary, the promise of the mayor, to some extent, reveals the schools, streets and public service are not satisfying currently.
Last but not least, the arguer unfairly assumes that the number of physicians is the indicator of the quality of health care. Common sense informs me that it is the competence of each physician, not the number of physicians that determine the quality of health care. Besides, it is entirely possible that the comparative large staff is the result of inefficiency, and that a smaller staff of more effective, better managed people would provide better care.
To sum up, the argument is unconvincing as it stands. To strengthen it, the arguer have to offer more justifiable information to prove that the housing costs are favorable, and the taxes, not merely the estate taxes are low. To better evaluate the argument, I still need to know when the mayor's promise will be realized. Also, I need more clear evidences to substantiate that the health care in Clearview is excellent. |
