Generally, I agree with the assertion that high ethical and moral standards are indispensable for a public official to be an effective leader. However, It is not necessary that they must maintain the highest ethical and moral standards.
In my perspective, to be effective leader need not only the high moral and ethical standards but also the capacities of work.

Effective leaders must have relative high ethical and moral standards because they are in the position of power. Their decisions influence many people's lives, even determine some of them. For example, if Greenspan change the interest rate, the stock market would suffer an inevitablefluctuation. If the president change peaceful diplomatic policies make antagonism with other countries, people would be in danger of war. Therefore we cannot image that a greedy and selfish man make political and economic decisions for the public. Government officers, who do not have high ethical and moral standards, would easily lose their duties and then steal the public benefits when they are attracted by money or beauty. It is necessary for leaders to maintain good moral character.

Leaders, who lie to people or deceive the people, must lost the support and confidence of the public and then step down. For example, in 2003, when SARS suddenly attacked Asian countries, some leaders of China Health Ministry intended to cover up the fact of this serious disaster. These leaders did this in order to shirk their responsibility. Finally, they lost their position and published by the law. Other example is the American president, Nixon, who was the first president in the United States history to resign. Because his involvement in the Watergate scandal.

Admittedly, it is not necessary for public officials to maintain the highest ethical and moral standards. As is known for everyone, everyone has disadvantages, whether leader or not. We cannot ask a public leader to be a perfect man. The public should accept some shortcomings of the officials if these flaws do not block leaders servicing for most people's interests. In addition, sometimes leaders had to do some things that maybe conflict with the ethical and moral standards. For example, during election, they would have exaggerated their merits, and in sometimes it is necessary for leaders to lie for a while for the purpose of protecting the national security.

However, the crucial condition to be effective leaders is the officials' capabilities of work, like the management, communication, harmonious interrelationship and the like. Their ability would have help them to be considered as an effective leader even they have few shortcomings. Like Clinton, 42nd president of the United States, whose policies make the country enjoy the longest period of economic growth in its history. Clinton concentrates on education and social reforms. He is a graceful speaker. He also has a remarkable ability to make economic policies. Although he suffered the sex scandal, he gained strong political support from the public approval of what he had done. When he left office, he owned the highest voter approval rating of all modern presidents. He was considered as one of the most popular American presidents of the 20th century. In short, abilities of work are very important for a leader to be an effective one.

Although I agree that high moral and ethical standards are indispensable for a public official to be an effective leader, the capability is also crucial for them.
