Admittedly, scandals of any areas focus our attention on problems in ways that no speaker or reformer ever could. However, the statement that they are always can be useful is true or imagined must be examined and analyzed case by case.
There is no denying the fact that scandals of different fields provide new way to know some problems. One telling example involves Chinese State-owned enterprises' reforms. In China, with the reform and development of State-owned companies deepening, some scandals are exposed, such as the scandal of Gerlingeer purchasing. In 2004, Larry Lang, who is the famous Hong Kong university professor, made a speech in Shanghai and pointed out that Gu Weijun, the CEO of Gerlingeer, bribed the managers of State-owned companies such as Kelon and Meiling so as to purchase those companies in very low prices. Then many newspapers exposed that Gu Weijun just spent 0.3 billion RMB to buy Kelon and Meiling instead of 4.3 billion he claimed above. From this issue, people know the flaws of reforms in State-owned companies and in the way which the reformers will not use at all.
Secondly, in many cases, the scandals do indeed benefit people and society a lot. In the area of politics, scandals usually promote the development of society. For instance, the former chancellor of Germany--Kohl, who was the architect of German political unification and won the first presidential election of reunified Germany, was swept away by his competitor in the national election of 1998, because he and a lot of his co-workers involved in a series of scandals of misusing public funds. From this case, people know that leaders might use their trust to benefit for themselves. From then on, German parliament enacted law to regulate the action of public politicians. In the field of academia, scandals are useful in some cases. For example, Shanghai Jiaotong University found that Chen jin, a dean of computer college, cheated research in the Hanxin digital signal processing chip and that it could not perform functions he claimed, such as verifying fingerprints. However, he had got a large amount of money from the university and local government for about five years. From that, we know the disordered management of educational funds and it leads to the administrators to draft laws in order that universities could use the funds effectively. Surely, the society will be the clear beneficiary.
However, in other cases, scandals are useless and distract us for important issues. For example, several years ago, the director of our community was expelled from office because he embezzling community funds to invest the stock market. During that time, the focus of our community is the scandal. Is the scandal useful? No. It cannot reveal any pervasive problems of our community's management. In the contrary, it distracted us from some much more important things such as community safety and residents' health.
In short, the statement scandals focus our attention on issues in ways that no speaker or reformer ever could is no doubt right. Yet, it is premature to conclude that all scandals are useful. To justify scandals are useful or not, one should examine them case by case.
