And therefore if a public official can maintain as high ethical and moral standards as possible, he has already possessed the fundamental condition to be a so-called effective leader. However, the definition of the effective leader could be obscure. Moreover, there are various examples in the daily life illustrating that there is no irreconcilable conflicts between the maintenance of the highest ethical and moral standards and the success in leadership. Consider, the democratic election is an example to illustrate this point. The successful election of any candidates does not guarantee the maintenance of highest ethical and moral standards and the voters are quite aware of this. At the same time, along the logic of the speaker's assertion, only the candidate who can maintain the highest ethics and morality can be elected as a leader. As long as the flexible methods employed by the public officials are within the tolerance of the majority, in fact, these public officials are still on the list of effective leaders.

In sum, the well maintenance of morality and ethnics underlie the effectiveness of leaders who are work in distinct domains. Whereas, it does not implicated that the effective leader must holding the highest ethical and moral standards. At the best, no matter what a high position or a strong power a leader possessed, the premise is that either a decision made or a program executive are expected not beyond the boundary of laws.
