政府应该对科学研究和发展给予尽可能少的限制
1古往今来,科学研究通常在自由,宽松的环境中获得良好的发展.过多的限制,会禁锢人们的思想不利于社会的发展
2但是,科学是一把双刃剑,他在使我们生活更加舒适的同时,也带了很多问题.所以政府应该对其有所限制
3因此,政府既不应该给予科学研究太多的限制,也不应该任其自由发展而不闻不问,政府应该根据研究的不同性质给予不同程度的限制.
As it is known to all, thanks to the free and loose circumstance, the contemporary technology has increased dramatically. However, when we enjoy the convenience that the technology has brought, it also brings with some serious disasters. Therefore, the government should apply some restrictions on scientific research rather than let it grow blindly.
Admittedly, the prosperity of science is established in the circumstance which is full of freedom since in that situation, people’s creativity will be provoked to a great extent. At the same time, if too much limits on scientific research are placed by the government, it will confine people’s minds and only leads to stagnation of the society as a whole. Before 17th century, the Roman Catholic Church has controlled the academia strictly and all scientific research was served for its domination. At that age, geocentricism was widespread recognized and the Roman Catholic Church spurned and attacked all other theories. Therefore, the astronomy acted as the church’s instrument. The scientists’ mind was limited rigidly and resulted in the astronomy lagged behind eventually. Trough a long time’s endeavor the used heretical beliefs—heliocentricism became truth. With the coming of Renaissance, all realms of science attain the academic recovery on the base of loose and comfortable situation.
Nevertheless, some appropriate restrictions are necessary to be imposed by the government to maintain a steady society. Since the scientific research and development is a double-edged sword for the whole society. When we are excited about the changes it taken we should pay an excessive attention with the occurrence of simultaneous disasters. Without effective supervision, the society will be bogged in chaos. Take clone for instance. Nowadays, Biomedical Science is suffering a significant development and the clone becomes a controversial issue among the individuals, the government and the society. It is no doubt that we will benefit from its research, but the resulting consequences are unknown. The moral and ethic problems it initiates maybe will disturb the existing conceptions. Is the process of clone safe? Is it moral of killing the human embryos? How to deal with the deformed clones? When we face these problems we need guides and then the government should place some restrictions to confine scientific research and induce a direction it.
As a result, the government should neither allow unstrained freedom of scientific research nor impose too strict constraints on it. The government is better to formulate different constraints on different kinds of scientific research. On one hand, in the sphere of learning, especially the realms of math, chemistry and physics, the government should place restrictions as fewer as possible and even provide strong economic support for them. Those basic course need government’s sustainment rather than restriction attributes to their prosperity is the original impulse of the society. On the other hand, to some scientific research related to the ethic and morality, the government should place comprehensive restrictions. Any negligence will introduce big social problems.
In sum, to keep the society’s prosperity and satiability, the government should impose proper and special constraints on various scientific research. |
