None of any individuals, no matter where he or she is, is permitted to omit all types of education by laws and conscience. The education is so fundamental that it arouse controversial issues. One of the most vital problems is that whether we should differ curriculum by area and location. In my opinion, local governors should have the freedom to decide some of the education arrangement while the curriculum keeps its uniform character.

As a sign of civilization, education, especially education on people before they become an undergraduate student, is ensured by legislation. In fact, education tells people how to live in modern society, furthermore, it teaches people how to form moral characters so that well educated persons will never do harm to the harmonic society. Besides, people will know the way to fully develop themselves through education. In one word, food, society and self-development are the three main functions of education. Uniform curriculum ensures the high efficiency of education while partly unique subjects better fit the special local customs.

First of all, from the view of educators and governors, compromised method keeps a balance between uniqueness and uniform. National governors hope that citizens can regard the nation as a whole entity. Besides, the same national curriculum concentrates the strength of excellent educators thus provides best education quality and efficiency. On the other hand, local governors and educators require something special in the text because education, especially living atmosphere differs from one place to another. China cannot cultivate Shakespeare while England cannot teach Confucius. No types of education have the right to assert itself as the most excellent education before it meets specific person. And appropriate freedom of local educators and governors will ensure the preservation of local special merits.

Equally important, students also call for a mingled curriculum arrangement. Basic education is defined as education over those years before one enters college because background of students is nearly blank. The same knowledge will ensure that most students can start their new career or campus life at the same points. Even more important, the same background cultivates the same life-value thus make easy the communication between different places. As the development of human society, the huge earth is regarded as a village by modern people. Meanwhile, cooperation between people form different nations comes more frequently. The environment calls for a uniform knowledge over basic conscience and thus affects modern education to teach some basic knowledge uniformly, such as math, foreign language as well as computer skills. Global curriculums, such as New Concept Enlgish as well as Americon Alumni, show the market of national curriculum.

Nevertheless, students from different background share their ideas and learn a lot from different ideas. How the different background formed? It is because different cultures of different locations, and more important, different personal merits of each individuals. Analysis of the word "education" tells us that the task of education is to duct out the potential ability and faculty of people. Partly local curriculum included in national one will fulfill the task of education.

In summary, education have to provide an uniform background in some extend effectively; besides, education must ensure that most of the students can fully developed and local educators can take advantages of local resources. Only appropriate compromised curriculum, designed by both national and local educators, can reach the aim.
