17The following appeared in a letter to the editor of the Walnut Grove town newspaper.
"Walnut Grove's town council has advocated switching from EZ Disposal (which has had the contract for trash collection services in Walnut Grove for the past ten years) to ABC Waste, because EZ recently raised its monthly fee from $2,000 to $2,500 a month, whereas ABC's fee is still $2,000. But the town council is mistaken; we should continue using EZ. EZ collects trash twice a week, while ABC collects only once. Moreover, EZ—which, like ABC, currently has a fleet of 20 trucks—has ordered additional trucks. Finally, EZ provides exceptional service: 80 percent of respondents to last year's town survey agreed that they were 'satisfied' with EZ's performance."

In this argument, the author claims that Walnut Grove should continue to contract withEZ Disposal, despite EZ has recently raised its monthly fee by $500. To justify this
claim, the author notes that EZ collects trash twice a week, while ABC collects only once per week. The author also points out that EZ has recently ordered additional trucks so that it will have more trucks to put into use than ABC. Finally, the author cites a survey that 80 percent of respondents were satisfied with EZ's service. However, i find this claim unconvincing in several respects.
To begin with, the fact that EZ collects trash twice a week may be due to its inefficiency of collecting trash, and consequently, the town wouldn't benefit from an additional collection each week. Probably, one collection per week provides enough service to dispose the trash produced per week so that it's not necessary to collect
twice a week. Without taking into account these possibilities, the author can't persuade me that EZ is better than ABC just on the basis of frequency of collecting.
Secondly, it's arbitrary to consider that EZ's service will be better because of its additional trucks ordered recently. Maybe the trucks of EZ have been in poor condition so that it is forced to order some new to replace the old ones. Perhaps EZ doesn't plan to use its new trucks to collect Walnut Grove's trash, and for instance, the new ones may be used to offer services to other nearby towns in fact. Thus, the new trucks may bring about no effect for improving the EZ's service.
Thirdly, the survey author cites provides little support to the author's claim. The author fails to tell us who conducted the survey, who were surveyed, and who responded to the survey. If EZ organizes this survey, or people who respond are mainly supporters of EZ, then the survey itsself is doubtful. Moreover, even though 80 percent of people are satisfied with EZ's service indeed, it's entirely possible that a ninety percent or higher are content with ABC.
In sum, the claim is not well supported. To strengthen it, the author must provide better evidence that it is necessary for EZ to collect trash twice a week. To better assess the survey I would need more information about it. It would be also helpful if the author could tell us the true reason why EZ has ordered more trucks recently. |
