The arguer did not take account the cost of the department, and if the cost of the department is high, the office-supply departments is not the most profitable.
To sum up, the argument is no well reasoned. To strength the conclusion, the arguer should provide more evidence about the survey. To better evaluate the conclusion, the arguer also need provide more information that the profit of the department will increase.
