99The following appeared in a memo from the economic minister of the small country Paucia.
"Using a newly developed variety of seed, farmers in our neighboring country Abundia produced 80 percent more rice last year than in any previous year. To increase the income of farmers in our own country, we should encourage them to cultivate this new variety of rice rather than some of their traditional crops. Such high yields of rice will also improve our country's balance of trade by enabling us to begin exporting it."

Based on the experience of the neighboring country Albundia in using a newly developed variety of food, the arguer suggests that farmers in Paucia should be encouraged to cultivate this new variety of rice and points out that this action would improve their country’s balance of trade by exporting rice. As it stands, however, this argument is lack of credibility due to following.

In the first place, the argument unfairly assumes that the increasing of rice yield was due to using a newly developed variety of seed rather than other factors. In fact, the arguer ignores a host of other possible explanations. Perhaps in last year, farmers in Abundia cultivate more rice than in any previous year. If so, it is highly possible that the average yield of rice does not be promoted. In addition, perhaps farmers in Abundia adopt some new technologies in the process of cultivating rice. For example ,a new technology which can effective prescribe pest is widely used by farmer thereby increasing the yields. In short, without accounting for other factors that might contributes to the increasing of rice yield in Abundia, the arguer can not convince me the new variety of rice promote the yield of rice.

In the second place, even assuming that the new variety of rice indeed bring positive effect to increase rice yield in Abundia, the arguer fails to consider possible differences between Abundia and Paucia that might help bring about a different result for cultivating the same variety of rice. For example, it is entirely possible that the climate or soil of Paucia is not fit for cultivating this new variety of seed. In this case, perhaps the new variety of seed would contribute to the decrease of yield let alone to promote it. In addition, this taste of the new variety of rice is another problem. Perhaps a majority of farmer in Paucia do not accustomed to the tastes of the new variety of rice. Moreover, Perhaps people in Paucia do not have the habits of eating rice, but like eating maize.

The last but not the least, even if the new variety of seed is available in Abundia, the arguer fails to establish a causal relationship between the high yield of rice in Paucia and the balance of trade. Firstly, Whether the total number of rice in Paucia can meet the demands of Paucia or not is not unsure. When the total yield in Paucia is not sufficient for demands of Paucis, it is not possible for them to exporting rice to other country. In addition, Whether there are other country which need rice is also unsure. Therefore, it is entirely possible that the demands for rice in other country are very few. In that case, even if Paucis has sufficient rice , it is hard for Paucia to export it. In short, without this information, the aruger can not conclude that high yields of rice will also improve their country's balance of trade.

To sum up, the argument is hardly convincing due to above fallacies. To make the argument more acceptable, the arguer should provide more information about whether cultivating the new variety of seed in Paucia is available and make a full consideration about whether yields of rice can influence the balance of trade.
