TOPIC: ARGUMENT131 - The following appeared in an environmental newsletter published in Tria Island.
"The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni."

The seemingly sound argument draw the conclusion that abandoning the regulations of Tria but to adopt those of Omin is the best way to rehabilitate Tria' fish populations and to protect all of Tria's marine wildlife.However,based on dubious evidence and illogical reasoning,the argument is far from perfect.

To begin with,the arguer unfaily assumes that since fishing is not banned,the fish population deduction around Tria island is the result of overfishing.However,it is not neccessarily the case.The fish population deduction may be caused by various reasons,instead of overfishing.One reason is the possible influence of the patterns of the ocean stream around island tria.The regulations in Tria Island just ban offshore oil drilling within 20 miles of Tria,but who can guarantee that the the leaked oil from oil drilling 20 miles outside the Tria island will not be carried in the marine sanctuary by the current ocean streams?The possible migration of fish is another reason to explain the mysterious fish diminishing in the marine sanctuay.May be the majority of the fish in the sanctuay must migrate to some other ocean areas when people are prusuming the amount of fish in the marine sanctuary.

Besides,the marine sanctuary on Tria Island is for the purpose of protect certain marine mammals,not fish or others.Perhaps as protecting process carried on well in the marine sanctuary on Tria Island,the amount of mammals in the sancturay get enlarged and consequently,more fish needed to feed the gradually inflated group of mammals.As a result,the fish population decreased.The environmental newsletter also doesn't mention the differences between the mammals protected in Tria Island and those in Omni Island,may be the mammals protected in Omni Island only eat a little amount of fish every day,which result to the no significant decline in Omni's fish populations.

What's more,the fish populations in Tria's waters may be caused by loose disciplines.Perhaps the regulations of banning dumping and offshore oil drilling within 20 miles of Tria don't be carried out seriously in Tria Island.The people on this island may still dump to the sea now and then clandestinely,but the local government are too pusillanimous to regulate this kind of illegal behaviors well.

After careful consideration,the argument lacks sufficient evidence as well as precise reasoning to make a sound argument.The argument can be improved if the arguer provide more detailed evidence to prove that the decline in fish populations in Tria's waters is the result of overfishing,instead of any other reasons.
