a.if al gore had been elected president ,taxpayers would have been treated more fairly than under george w. bush
b.the average rate of inflation is higher during george w. bush presidency than during bill clinton's presidency.

a是if a ,then b的结构,符合positive statement,但我怎么看它都不象testable
到底应该怎么区分positive &normative?我在自学中,学的一头雾水,希望有好心人解答,谢谢啦~~~^^

positive 只分析预测某个事件的后果或者影响，对这个影响是好是坏不做判断；normative还要说明这个这个影响是好是坏。A有fairly，即是对是否公平作了判断，所以是normative，第二个只说inflation会高，没说高了好不好，所以属于positive.
