Education will be truly effective only when it is specifically designed to meet the individual needs and interests of each student.

The speaker is some extent right for considering the advantage of the specifically designed education. However, he overlooks the adverse aspect of specifically designed education which also may cause some bad aftermaths. Besides, some other methods are not considered by him.

Admittedly, such education with specifically designation to the students can do a great active and positive effective.  As a proverb says “To study no doubt is a kind of enjoying with congenial interests". Through meeting the individual needs and interests, students can pay great attention to study. For example, when we like such a discipline such as maths, can we spend much time on answering a hard maths problem. But, when little interest is in a discipline, even a minute may not want be cost. Another example is special discipline school which provides serves as teaching and initiating sufficient special technology and knowledge. On the one hand, students in such schools can learn enough deep knowledge about the territory they are interest in. By studying, their craving to gain more knowledge about such discipline may be satisfied. On the other hand, our society also needs such kinds of specialist which can play an important role in certain realm. Clearly, chemist should be needed in chemistry space, geneticist should be need genetics space, and so forth.

However, does such designation always do good effect? I believe it cannot. Can we design some education which admits the students to kill people or do some other illegal things for this is just the interests of some students? Or can we design education which induce student to be a kindless, cruel and ruthless man, even they want?  Undoubtedly, we won't. Such education will do harm to our society, and finally do harm to these students. In short, education without controlling some harmful needs and interests cannot be truly effective aside from bad affection.

Moreover, would there not be other methods that are truly effective to education except specifically designed ones? The answer will be "no". Effective education also can be given by the communication between teachers and students, or the advanced technology used in teaching, or some else. Example with the communication, an experimental teacher can give student some good advices and induce student to be a kind and superior man. With certain communication, student may can make a promising blueprint for himself which may decide all his future.

To sum up, I basically agree that education can be truly effective when it is specifically designed to meet the individual needs and interests. Yet, when design such education, some restricts should also be given, and if not, may we gain some undesirable results. Moreover, other strategies also can be operated in that making education to be effective is not only one way.

Admittedly, such education with specifically designation to the students (can do a great active and positive effective)这句看不懂,你是想说特别的教育能给学生学习的积极性,对么?但是这句语法好像有问题,可以改成(make contributions on their positivity).  As a proverb says “To study no doubt is a kind of enjoying with congenial interests". For example, when we like such a discipline such as maths, can we spend much time on answering a hard maths problem. But, when little interest is in a discipline, even a minute (may not want be cost)改为 (may be not wanted to cost). Another example is special discipline school which provides (serves)应该是服务(services )as teaching and initiating sufficient special technology and knowledge. On the one hand, students in such schools can learn enough deep knowledge about the territory they are interest in. By studying, their craving to gain more knowledge about such discipline may be satisfied. To sum up, I basically agree that education can be truly effective when it is specifically designed to meet the individual needs and interests. Yet, when design such education, some restricts should also be given, and if not, (may)改成maybe we gain some undesirable results. Moreover, other strategies also can be operated in that making education to be effective is not only one way.

However 一词表明你下面将详细的论证这个,但看你的篇幅,你没有做到啊
