对Immunization Requirements里的一段话不太明白

体检要求有两项，第一项就是最常见的MMR，这个没问题。
第二项不太明白：
All students who live in university approved housing MUST have on file at Student Health documentation of a meningitis immunization or a signed waiver stating that the institution has provided the student, parent or guardian, with detailed written information on the risks associated with the meningococcal disease and the availability and effectiveness of the meningococcal vaccine.
我的理解是住学校的学生要提供脑膜炎免疫证明。那不住学校的是不是就不用了？我小时候应该打过，现在找不到证明了，而且我准备在外面租房子，是不是就不用打了？
还有就是好像它的意思是如果学校告诉过你这个病的威胁和疫苗的作用，但你自己签一个文件声明不打疫苗，也可以对吧？
不知道我的理解对不？:confused:

Yes.
The meningitis immunization isn't required if you will live off-compus in most universities.
