The author asserts that government should place few or even no restrictions on scientific research and development, which in my opinion is too extreme. My point on the issue is that government should place moderate restrictions on scientific research and development, neither too few nor too many. And this moderation varies different in realms.
Admittedly, as scientific research is a progress fraught with creation and imagination, it should have their freedom in order to make more achievement. Too much rules restricted in research will harm to not only the research results but also the scientists' passion in research. Consider, if government set too much constraint on the research, such as the objective of every phase, and even the methods used in the research or the object of the research. As for constrained by the government, the scientists' thoughts fettered in a given confine, which will do harm to the creation ultimately. We all know that the less creative, the less development, which hardly improve the society's development at all. Additionally, if the constraint is nice and particular, each phase should be reported to the government, and unless recognized, next phase should not be continue which is a waste of time and will not get the anticipated results in the predicted time. What's more, as scientific research has its uncertainty, before the research done, no one could predict the ultimate results, all we plan it is anticipated achievement. So, if research fetters by the government too much, it is hard to obtain unexpected success, or even the expected results.
However, the government should not indulge the research and surrender the scientists to every project that he interested in, although too much constraint will cause bad effect. On one hand, scientist is the one with the view science has no boundary, and they want to share their research and communicate with other country's, which is surely right. But if the research is involved in some secure equipment or some military arms, which is crucial to all the people to the country, these researches should be restricted to keep a secret. And, the research of arms and other recovery equipment should be held on by the government, for any other may be threatened to the security of the country and even cause society chaos. On the other hand, for some controversial research the government should participate in, so as to control the bad effect the research will get in incorrect application. For example, the research of human clone, which is against the ethics and morality of the society, should be restricted by the government, as only the media's pressure is not enough to prevent this behavior beyond the ethics. So, if without the constraint of the government, we could not imagine what direction the research goes and what application the research will put to use.
So, when come to the end, the government's attitude to scientific research should be support with the technology and capital, which could be give much convenient to a research, and proper restrictions on it, as too much damage the creation, too little could not control the whole situation. |
