TOPIC: ISSUE93 - "The concept of 'individual responsibility' is a necessary fiction. Although societies must hold individuals accountable for their own actions, people's behavior is largely determined by forces not of their own making."

With the rapid industrialization and modernization in our society, nowadays, human being has acquired more achievements than any other periods in history. However, unfortunately we have not observed an abreast improvement in people's cultivation as it should be. With an attitude of confusion and ambivalence, at present, the discussion on individual responsibility becomes one of our main topics.

To begin with, at present, the importance of individual responsibility can not be advocated anymore, since it is one of the basic personalities an individual must possess, people should recognize its significance and pursue it in daily life. Responsibility means a correct moral conception which is both effective to oneself and to others. In the social interaction of each other, our cooperation is reconciled by this basic quantity and it is this conception that makes the community functions properly and spontaneously. Sometimes, we can attribute many merits such as inter-assistance, consideration, personal struggle and so forth to it. One's individual responsibility can be read from his/her reaction to their own behaviors, especially the actions those are mistaken and bring others displeasure and inconvenience, for those behaviors are not only accountable to their possessors, but also to the surrounding persons and the public influence. No one should take the avoiding of accountabilities as granted, but in fact only a few has already done that.

As a matter of fact, in daily life the lack of individual responsibility is a phenomenon more serious than we think. To avoid these behaviors of accountability escaping, Society has applied many regulations and restrictions, such as the demand of public cleaning, no smoking except special places, and so forth. Indeed, to some extent, these policies are obvious and useful to restrict people's impolite behavior, but when there is a lack of supervision, it is people's unmannerly nature that dominates our daily action. A support for this point can be found in the different number of people who break the traffic regulation during daytime and night. The truth is individual responsibility has not thoroughly control our mind and behavior; instead, our actions are always determined by the public forces.

In this situation, it is the education and media propaganda that is indispensable to forming the responsibility conception. The true and effective educator should present his/her students why we need this conception in society. As the old adage said, a true gentleman would present permanently no matter whether there are person surrounding him or not. If we all lack of a proper individual responsibility attitude, the society will be a true hell without affection relation, moral built etc.

In sum, no matter how wealth we are and no matter where is the tallest building we have already constructed, since our individual responsibility is aberrant from its normal way, the society could not be considered as a health, full-develop one. Individual responsibility needs our more and more attention and this merit would never be out of date.
