题目：ARGUMENT38 - The following memo appeared in the newsletter of the West Meria Public Health Council.

"An innovative treatment has come to our attention that promises to significantly reduce absenteeism in our schools and workplaces. A study reports that in nearby East Meria, where fish consumption is very high, people visit the doctor only once or twice per year for the treatment of colds. Clearly, eating a substantial amount of fish can prevent colds. Since colds are the reason most frequently given for absences from school and work, we recommend the daily use of Ichthaid, a nutritional supplement derived from fish oil, as a good way to prevent colds and lower absenteeism."

The memo claimed that people of the West Meria should eat Ichthaid in order to prevent colds and lower absenteeism. However, the reasons for this are not quite convincible.

First, the memo mentioned a study of East Meria. The study shows that people in the East Meria visit doctors only one or two times per year for colds. The memo connected the number of visiting doctors for treatment of colds with fish consumption only.  It ignores other potenial factors which may help East Meria people to keeping away from colds. Since the fish consumption of East Meria is high. East Meria may be quite close to seas or oceans. The tempature and climate nearby seas or oceans are usually more stable than that of innerlands. Therefore, people of East Meria may not quite suffered from weather fluctuations.  And they may seldom catch colds. West Meria may located among mountains where the weather changed frequently. In that case, people of West Meria are likely to catch colds. The memo ignores the potential geographic diffierence between East Meria and West Meria.

Second, even eat a large amount of fish can prevent colds. The substance which help people away from colds may not be Ichthaid. There are no words in the memo which says that Ichthaid is helpful for people prevent from colds. The memo only says that Ichthaid is a kind of nutritional supplement. Without surveys or research that shows Ichthaid is capable to prevent colds. The method of taking Ichthaid to prevent colds is not built on a firm base.

Another questionable point is that the memo mentioned that getting colds is the most frequently reason given for absences. However, does the one who claim he caught cold and need a leave really catch cold? Or is the "cold" just an kind of excuse. If getting colds is only an excuse. Then there is no need for people to take something in order to prevent from cold. Because people are just use "getting colds" as excuses. Their real reasons are concealed.  The memo ignored people's thought and only paid attention on the appearances.

As an conclusion, the memo is not convincible. It ignores the regional difference between West Meria and East Meria. It also ignores people's thought. So, I think the author of the memo should take the difference of the two regions and the study of local people's thought into consideration. The author also need to tell readers the effect of Ichthaid in details. Those things can let the memo become more convincible.
