1 首先,丑闻的确能是人们更关注社会的严重问题.而这些是那些改革者不会说道的.水门事件提高了职能部门的监管粒度和责任感.To begin with, scandals indeed, more often than not, can cause wide public concern for the serious problems in society (serious social problems), which the public speaker or reformer would not release(may fail to reveal). The Watergate scandal must be a paradigmatic modern example. Regarded as an isolated incidence of the under-the-table campaign tactics, it would have been dismissed altogether(这句话太突兀了). Yet, with retrospect to the increased level of scrutiny and responsibility which the public officials are held 没看懂, thereby, this scandal actually provided has brought a significant and lasting value to the American society. Another more recent scandal in U.S., Dan Rostenkowski,pleaded guilty in 1994 to 17 felony charges, including the embezzlement of $695,000 in taxpayer and campaign funds 语法有问题,读不通,建议这个例子重写. Actually, this scandal called widely public attentions to the Clinton-Gore Administration and sparked a renewed call for the campaign-finance reform. And it might bring the passage of a congressional bill outlawing the private campaign contribution altogether, thereby rendering the officials and the presidential candidates far less susceptible to the undue influence of the special-interest groups. And our society will be the dear beneficiary of the reform.

Also, this case even could serve as financial and legal precedents. However, undue attention to this surface problem would have veiled the more fundamental and potential serious situation, which had lain between the government and business departments, the bribery and miscarriage of audit, for example.
Similarly, take a scandal from academia for example would lead us to believe that, actually, scandals can sometime distract public attention from more pervasive problems. Woo Suk Hwang, a professor of Seoul National University, once researched in the fledgling world of stem cells. His acknowledgement of fabrication and the underhanded dealings has stroked the world and captured the attention from various areas, which have largely focused on the technological feasibility of Hwang’s field or his moral corruption. However, problems caused by the vicious competition among the institutions for the financial funds from corporations, which served as the driving force behind the fabrication, received petty concern. This case may serve as an enlightenment for the authorities, more profoundly, to take effective measures to resolve the deficiency of the research funds.
In sum, I agree that scandal can be useful insofar as it sometimes reveals the problems more effectively than any speaker or reformer does. However, from what has been discussed above, it seems to me that scandals, more often than not, can distract us from more fundamental and pressing problems.
