my suggestion is that you should try hard to communicate with both of the future bosses, to know more about them, and choose the one that matches your research interests and expertise. And it is also very important to choose a boss that is good to student and you feel comfortable to work with.

It is much more important to consider the future boss than school itself if you want to pursue a PHD
