有两个问题,关于conditional offer和留学费用的请大家帮忙

去年11月收到昆大conditional offer上面写说让把文凭拿去CDGDC就是教育部学位与研究生教育发展中心验证，下面又要求：notarised copy of acdamic transcripts or records provided by an institution that include complete details of the results of your study at that institution in all programs and courses and an official explanation of the grading system used.

还有Notarised copy of your award demostrating that it was awarded according to the regulations concerning acdamic degrees in the people's republic of china
这两个要求不大明白是什么意思的说（尤其第二个），成绩单和证书直接拿去CDGDC验证寄给学校不就好了，干嘛还单独要一份公证的呢？？（是说要公证的成绩单吧？？）

还有第二个问题是学费，一学期至少修8分，每分1280澳币，三个学期下来就是30720，大概20万了，再加生活费大概是多少钱呢？？

以上是UQ的conditional offer 上的条件之一。

听别人说成绩单不用做公证，但是我做清华认证时把学位证和成绩单都做了，并且UQ那边也收到了认证了。但是UQ的小秘还是叫我把成绩单和毕业证书复印件寄过去。我也就寄了学校开的成绩单和毕业证复印件，没用学校的信封装，然后他们又说

If you don't send us the original notarised transcript and award, then you must get your uni to send the final transcripts directly to us in a sealed university envelope.

请问大家notarised transcripts这里的notarised是什么意义啊，到底还要怎样证明我的成绩单才行啊？叫学校直接寄是不可能的，原来学校的教师才没空管我们这些事呢。请问去UQ的同学都是怎样满足成绩单这个条件的啊？谢谢了！
