但是应该具体问题具体分析。一般来看，任何手段的合理性不是由其过程决定的，而是由其结果决定其性质的。

反面：
1.为了维持正常的社会秩序、伦理道德、甚至世界和平，人们做事应该遵守一个原则，这个原则而被绝大多数人共同肯定。好：有利于人民的自由、国家的维护、社会的进步等。秦始皇上台，因文人多用一些巫书扰乱社会秩序，秦始皇焚书，焚毁了大量的违背社会安定、干扰民生的书。尽管也造成了一些难得的优秀书籍受到牵连而被销毁，但仍是… 在中国，警察为了打击盗版光盘、软件等的猖獗，收缴和焚毁了这些东西，以儆效尤。SARS时期，为了保证其他大多数人的健康，中国政府把疑似被感染SARS病毒的人限制出入，统一集中起来检查、治疗，有效的防止了SARS的进一步传播。
2.采取不正当的手段或为了自己的利益而损害别人/大多数人的利益，是不对的。不好：为了自己国家的利益，侵略他国，HITLER。日本为了得到最准确的数据，做活体解剖实验。上面提到的盗版问题，为了自己赚钱就制造盗版，为了自己省钱就下载盗版。贪污。破坏环境。汶川地震，有些难民为了自己，就抢国家运到其他地方的赈灾物资。

Is any means we taken is justifiable to attain a goal which is worthy? I agree that a person must stick to his goal once he makes a determination, or he will have less chance to succeed. Set up a goal and achieve it. Also, in the course anything will happen and a person will face any situation and emergency any time. So consider all the possibilities and all means to solve the problems are not unnecessary elements. However, this kind of thing needs to concrete analysis to deal with different problems in distinctive situations. As we all know, whether it is justifiable or not is always judged in the end rather than in the course.

In order to maintain the normal social order, moral principles, even the world peace, people should obey a general-accepted principle which is be agreed by most of most people in the society, such as the goals to give freedom and rights to people, the goals to defend the state sovereignty, the goals to uphold the principle to respect and protect intellectual property and so on. In ancient China, Qin dynasty, a certain amount of writers and teachers used their books and articles to disorder the normal order of society. To prohibit it, the emperor Qinshihuang gave orders to burn all those kinds of books. Though some valuable books were involved in this action and burned to ashes, the advantages overweighed the disadvantages. This means achieved the goal that quieted the public sentiment. And the situation had settled down. The same is true of the campaign against pirated compact discs by the police in China so as to warn against bad examples. What’s more, in 2003 when SARS raged through China，the Chinese government limited the freedom of action of those who seemed to infect the SARS virus and gathered them for general check-up and treatment which is effectively prevent further contagious infection.

Furthermore, we must be alert to those who want to maintain their own interests and harm the interests of others or most people. Citizens are surely having and enjoying their rights to attain benefits, however, while their behaviors do not harm to others’ rights. We have such kind of freedom and right with qualifications. Take Hitler for example. He aimed to benefit his nation at a high price of other nations’ existing and other peoples’ lives for invasion. Also, Japan used to get the first-hand information of human body by vivisection. Another example is the pirated problem which mentioned above. Some people make pirated compact discs in order to earn lots of money, while some download the pirated software and music to save money。As is known, people always do such kind of things for money. However, in some situations, people sacrifice others’ chances to survive to make sure themselves safe. For example, in Wenchuan Earthquake in China, a certain quantity of victims robed foods and camps provided for the people in stricken areas which were sent to other stricken areas. Although it may be instinct of seeking chances to live on, such kind of behaviors cannot still be forgiven.

Another point we must consider is this: different people understand the “worthy” goal variously. And it may affect their choices and the results of their goals. It is decided by humans subjectively. It is too vague to describe and measure.

However, people should obey the general moral principle and social standard while achieving goals. It is good to stick to goals while it is better to achieve goals by justifiable means which does not harm to others’ rights.
