In this statement, the author claims that a public official, as an effective leader, must maintain the highest ethical and moral standards. It is right to state like that because just with highest moral standards, leaders can get a large number of people together following their orders.

First of all, people always pay more attention to ethic and morality, with which person would gain more respect from others. Sainted person, who is shaped as a bright figure by high moral standards, is greatly approbated in many fields, such as politics and society. In these fields, leaders are often a model for his followers, from whom they would gain more support with possession of ethic and morality. For instance, Martin Luther king, a famous leader for the civil rights, started a revolution to enlist equality for black. He gained avocations not only from black, but from others who have different races, complexions, genders and classes. Without highest ethic and morality, Martin do not draw so much support, and would not gain civil rights for black. Therefore, highest moral is important for an effective leader.

Additionally, a leader, who does not have high moral standards, would lose belief and bolster from others. Without conduction by high standards of ethic and morality, it is entirely possible that they would abuse their power and become corrupt. In the scandal of Watergate President Nixon, who had lost belief and support from his demos and resigned unselectively because of illegal behavior, was punished for his belittling the legal system. If he can have continence and control his lust, it is greatly possible that he would be considered as one of good presidents in American history. On balance, an offical, who abandons highest moral standards, will be abandoned by his followers.

However, in some fields, people recognize highest ethic and morality, while ability is also an important judgment aspect. Especially in business, people sometimes evaluate people by substance like ability, resource and power which help them gain more money and satisfy their endless lust.
