TOPIC: ARGUMENT20 - The following appeared in a letter to the editor of the Balmer Island Gazette.
"The population of Balmer Island increases to 100,000 duing the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."
The argument concludes that the town council of Balmer Island (BI) should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day, and by doing this, the council will attain the 50 percent reduction in moped accidents that was achieved by Torseau Island (TI). At first glance, the reasoning seems to be appealing, while clearly examining the author's reasoning, we may find that it is unconvincing. The argument contains several fallacies.
First of all, the author assumes that reducing the number of accidents involving mopeds and pedestrians is necessary. While the author fails to provide any evidence to support this assumption. For instance, we are not informed of the number of accidents or whether the accidents are serious or not. It is entirely possible that the accidents are not serious. As it is known to all, accidents involving mopeds and pedestrians are not as serious as accidents which were caused by motorcycles or cars. Maybe the harm of accidents involving mopeds and pedestrians are so little that the town council of BI needs not to advocate this limitation.
Even if the limitation is necessary, another flaw that weakens the logic of the argument is that the author unfairly implies that it is the rented moped that causes accidents. It is quite possible that most of accidents are due to the careless of people who drives his or her own moped. Even though the rented moped are responsible for all the accidents, the author also falsely assumes that the number of mopeds rented by each of the island's six moped and bicycle rental companies is more than 30. However, the argument has not provided any evidence to justify this assumption. It is equally possible that there is a company which rents moped less than 30 everyday, while it is the very company whose moped are responsible for accidents due to the poor quality of mopeds.
Before I come to my conclusion, it is necessary to point out another flaw in the argument. The author commits a false analogy between BI and TI. It is equally possible that the limits of TI's moped rentals cannot be applied to BI's moped rentals because the problems in both islands may not be the same: the number of accidents is not same, the seriousness of accidents is not same, and the road conditions are not same. Without ruling out these factors the author cannot come to the conclusion that BI will undoubtedly attain the reduction just as TI.
In sum, the conclusion lacks of credibility. To justify the conclusion the author had better provide more evidence to support the assumptions. To bolster the argument, the author should rule out other factors which will affect BI to attain the 50 percent reduction just as TI.
